As of March 13, 2025, an engineer has been selected for the project. Bidding and construction are estimated to take place in 2026. *The closed solicitation has been included below for reference: The City of Middletown (City) is seeking Statements of Qualifications for Engineering Services from professional Engineering Consultant (Consultant) firms for the purposes of providing consulting services for a raw water line replacement project for which the City has received federal funds through the New York State Environmental Facilities Corporation (EFC). The Scope of Professional Services shall include but is not limited to planning, design services for approximately 8,300 L. Ft. of 36"- 42" diameter raw water main from Kinch Dam to Shawangunk Reservoir Lamson Causeway. The work will include construction administration consulting services including construction observation for, phase 1A, the replacement of approximately 4,000 feet of raw waterline in the Town of Mount Hope, Orange County, NY. The Statement of Qualifications in its entirety shall not exceed twenty (20) pages (excluding a one-page cover letter); double sided; not smaller than size 12 font. The proposal shall include a clear table of contents addressing all the requirements of the RFQ. The City reserves the right to reject any or all Statements of Qualifications. This invitation does not commit the City to accept any Statements of Qualifications and does not obligate the City for any cost associated with the preparation of the same. Purpose The City of Middletown DPW owns and operates municipal water system consisting of reservoirs, raw water lines with temporary pumping facilities, water treatment facilities and distribution system that includes water storage tanks. It is the intention of this RFQ to provide the City with a qualified Consultant to provide planning, design, and construction administration consulting services. This RFQ will also serve as the City's compliance with the EFC "New York State Revolving Fund Architectural/Engineering Services Procurement for SRF Funded Projects". Evaluation The City will evaluate all the Statements of Qualifications to select a qualified Consultant. The qualifications will be comparatively evaluated based upon the requirements stated in the body of this RFQ. After reviewing the Statement of Qualifications, the consultants will be ranked on their: Demonstrated ability to meet (or exceed) MWBE and SDVOB goals with projects - 15% Familiarity of the service area/region and history of similar relationships with communities, utilities, and/or municipalities - 20% Staff/Firm expertise - 35% Ability to provide a wide range of services consistent with the scope of the project - 30% The City will invite at least three (3) consultants to interview for the proposed project to better evaluate the top candidates. Cost Estimate The project cost estimate for this alternative is as follows: o Phase 1A: Kinch Pond to Greenville Turnpike: $7,990,000. o Phase 1B: Greenville Turnpike to Shawangunk Reservoir: $9,679,000. o Total: $17,669,000.
