As of November 5, 2025, an engineer has been selected for the project. A firm timeline for construction has not been established. *The closed solicitation has been included below for reference: The City of Middletown (City) is seeking Statements of Qualifications for Engineering Services from professional Engineering Consultant (Consultant) firms for the purposes of providing consulting services for a water line replacement project for which the City has received federal funds through NYS EPA. The Scope of Professional Services shall include but is not limited to planning, design services construction administration consulting services including construction observation for, phase II, the replacement of approximately 4,000 feet of 24" with 36" low pressure waterline located in the Town of Wallkill and the City of Middletown, Orange County, NY. The Statement of Qualifications in its entirety shall not exceed twenty (20) pages (excluding a one-page cover letter); double sided; not smaller than size 12 font. The proposal shall include a clear table of contents addressing all the requirements of the RFQ. The City reserves the right to reject any or all Statements of Qualifications. This invitation does not commit the City to accept any Statements of Qualifications and does not obligate the City for any cost associated with the preparation of the same. Purpose The City of Middletown DPW owns and operates municipal water system consisting of reservoirs, raw water lines with temporary pumping facilities, water treatment facilities and distribution system that includes water storage tanks. It is the intention of this RFQ to provide the City with a qualified Consultant to provide planning, design, and construction administration consulting services. This RFQ will also serve as the City's compliance with the Federal Community Grant A/E procurement requirements. Evaluation The City will evaluate all the Statements of Qualifications to select a qualified Consultant. The qualifications will be comparatively evaluated based upon the requirements stated in the body of this RFQ. After reviewing the Statement of Qualifications, the consultants will be ranked on their: Demonstrated ability to meet (or exceed) MWBE and SDVOB goals with projects - 15% Familiarity of the service area/region and history of similar relationships with communities, utilities, and/or municipalities - 20% Staff/Firm expertise - 35% Ability to provide a wide range of services consistent with the scope of the project - 30% The City will invite at least three (3) consultants to interview for the proposed project to better evaluate the top candidates. Professional Service The following is a general framework of services that will be provided by the Consultant. Services should not be limited by this framework. The scope of services will be tailored to each individual project, its budget, schedule, and nature of work. Consultant teams submitting responses to this RFQ shall consider the following: Assessment of existing conditions and infrastructure Project planning Schematic Design (Progress Plans and Specifications, etc.) Design Development (Draft Design Reports, Final Design Reports, Progress Plans and Specifications, etc.) Construction Documents (Final Plans and Specifications, Contract Documents, etc.) Assist with the bidding of the work (including a Pre-bid Meeting) Assist in the review and award recommendation of contract bids Construction Inspection Services/ Construction Administration Pre-Construction and Progress Meetings Environmental Permitting Surveying Services Civil Engineering Obtaining project plans approval from regulatory agencies, including EFC, DOH, DEC, ACOE, etc. Grant coordination with EFC to ensure compliance Project Cost Control CAD/Mapping/Drafting Services
