The City reserves the right to accept or reject any or all proposals, to waive informalities, and to reissue any request for proposals and to award contracts to multiple Offerors. Any contract resulting from this Request for Proposal shall not be exclusive to the successful firm. The City reserves the right to contract with firms not party to the resultant contract for similar work if it determines this to be in their best interest. The City of Lynchburg's Department of Water Resources owns and operates the Lynchburg Regional Water Resource Recovery Facility (RWRRF) located at 2301 Concord Turnpike, Lynchburg, Virginia, 24504. The RWRRF is a wastewater treatment facility with a design capacity of 22 million gallons per day (MGD) with a peak capacity of 44-MGD during wet weather events. The RWRRF utilizes a system of programmable logic controllers (PLC) as the means of local control for the various pieces of treatment equipment onsite. The PLCs are connected into the RWRRF's SCADA system for remote monitoring and control. Currently, the RWRRF utilizes Inductive Automation's Ignition software to power their SCADA system. Seven (7) of the PLCs used at the RWRRF were manufactured by Bedrock Automation, Inc. (Bedrock). Bedrock is no longer in business and no longer supports the hardware or software. As a result, the Department of Water Resources would like to replace the seven (7) existing Bedrock PLCs and input/output modules with Allen Bradley ControlLogix PLCs and input/output modules. The seven (7) PLCs included with under this scope of work include the following: 1. Headworks Electrical Building PLC 2. Wet Weather Chemical Building PLC 3. Non-Potable Water Electrical Building PLC 4. Sodium Hypochlorite Building PLC 5. High Strength Waste Electrical Building Remote Input/Output (RIO) 6. Influent Pump Station RIO 7.
