Description: The Pennsylvania Game Commission (PGC) is soliciting electronic Bids for building and improvements to an existing 6,442 ft dirt and gravel access road. The project consists of clearing and grubbing, drainage feature installations, road-base installation, road surface, grading and compaction of riding service. CONTRACT TERM - The Contract shall commence upon delivery of Purchase Order to Contractor and shall terminate on June 28, 2024. Contract time is of the essence of the Project. All Work must be completed and accepted by this date. SCOPE OF PROJECT The project generally involves the installation of culvert pipes, road base construction, road resurfacing, grading, drainage turnouts and related work to establish approximately 6,442 linear feet of access roadway in Ridgway Township, Elk County. A list of detailed tasks are listed below. 1. Mohan Run Electric Road will have 1,200 linear feet of geotextile fabric installed at a width of 15 feet and 12' driving surface for a section of the road which is shown on the road station map. 2. Provide seven 18-inch diameter by 30 ft length double walled smooth bore plastic culvert pipes. All will be trenched with an excavator or backhoe. All culverts must be set in a minimum of 4" of compacted 2RC gravel. This will require 20 tons of 2RC gravel for each culvert. The 15-foot road surface directly over the culverts must be a minimum of 12 inches deep of compacted 2RC aggregate. All culverts will have head walls and end walls constructed of concrete unless otherwise specified. Old culverts will be removed from the site and properly disposed of. The culvert locations will be identified by PGC personnel during road improvement operations. The culvert locations are also shown on the road station map. 3. Provide fourteen new concrete headwalls and end walls for the seven new 18-inch diameter culverts on the entire length of Mohan Run Electric Road spanning from road stations 1-33. 6. All existing/remaining culverts will have inverts and discharges cleaned and stabilized as deemed necessary by the Land Management Supervisor. Several turn-outs will be added and cleaned as necessary. 7. Mohan Run Electric Road will have 12-inches of sub-base (borrow material) added and will be suitably drained with a center crown and side slope (4% - 6%) with a road grader or dozer with a 6-way blade. A stone rake and 10-ton vibrating roller will also be required following grading operations. All road edges including berms will be graded and rolled to a contour that allows for the sheet flow of water from the driving surface to an area where it can infiltrate naturally or a ditch if necessary, as determined by the Land Management Supervisor. 8. Apply approximately 8" thick of Driving Surface Aggregate (DSA) 12' wide on the designated public access parking lots and roadway sections. The DSA is to be applied with a motorized paver capable of applying the slopes. Once applied, the DSA is to be compacted by a vibratory smooth drum roller.
