Site work and paving for a road / highway in Naperville, Illinois. Completed plans call for site work for a road / highway; and for paving for a road / highway.

All questions concerning this bid shall be submitted in writing at least five business days prior to the online bid opening to Carla Soria at soriac@naperville.il.us. The deadline for questions is March 22, 2024 by 12:00 p.m This project consists of asphalt street patching of varying sizes and depths and limited amounts of PCC street patching, PCC curb and gutter replacement, pavement milling around structures, crack filling with mixture for cracks, joints and flangeways, structure adjustments, short term pavement markings and all associated traffic control and turf restoration. The work under this contract is divided in two phases. Phase 1 will begin in the spring and will have work progress from south to north within the southern portion of the City as well as include all microsurfacing locations and all arterial roadways throughout the entire City. Phase 2 will begin in the late summer and will have work progress from south to north within the northern portion of the City as well as include additional locations throughout the City as required. The work is to be phased to ensure that the work is properly coordinated with other City street maintenance projects. See the special provision for "Contract Time" for exact dates and required work for each phase. The proposed project is part of the city's annual street maintenance program. Crackfilling is performed each year on a number of city streets to prevent water from entering the pavement and reduce the spread of cracking. The program includes cleaning and sealing cracks, voids or joints in the street that are two inches (2") in width or less with either a fiber-reinforced asphalt cement or a rubberized crackfilling product This project consists of asphalt street patching of varying sizes and depths and limited amounts of PCC street patching, PCC curb and gutter replacement, pavement milling around structures, crack filling with mixture for cracks, joints and flangeways, structure adjustments, short term pavement markings and all associated traffic control and turf restoration. The City reserves the right to reject any or all bids or to waive any nonconformity in bids received whenever such rejection or waiver is in the best interests of the City. Prevailing wages: If this contract calls for the construction of a "public work", within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01et seq. ("the Act"), the Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the "prevailing rate of wages" (hourly cash wages plus fringe benefits) in the county where the work is performed. For information regarding current prevailing wage rates, please refer to the Illinois Department of Labor's website. Licenses And Permits: The Contractor shall be responsible for obtaining applicable licenses and permits. These licenses and permits may include, but are not limited to, the following: No person shall construct, install, or repair any concrete items within the City limits unless such person has first obtained a concrete contractor's license as required by the provisions of Ordinance 82-26. This is available at the City Clerk's Office, 400 S. Eagle Street. Liquidated Damages: The Contractor must complete the work in accordance with the above completion time requirements. If the Contractor fails to do so within the time stipulated, the Contractor shall be liable for liquidated damages in strict adherence to Article 108.09 of Standard Specifications. The Phase 1 work under this contract must be completed within the following timeframe: The Phase 1 work shall begin on or after April 22, 2024 and shall be one hundred percent (100%) complete by July 19, 2024. The Contractor will be assessed liquidated damages for failure to meet the required timeframe. Phase 1 of the contract will include all roadways to be micro-surfaced, all arterial roadways, and all work south of 75th Street. The Phase 1 work will typically be around 60% of the total contract patching measured by tonnage. Locations will be provided to the Contractor on or before April 8, 2024. The Phase 2 work under this contract must be completed within the following timeframe: The Phase 2 work may begin on or after August 26, 2024 and shall have a completion date of September 27, 2024. The Contractor will be assessed liquidated damages for failure to meet the required timeframe. Phase 2 of the contract will include all work north of 75th Street and any additional work throughout the City identified during Phase 1. Phase 2 will include the remainder of the contract work. The Phase 2 work will typically be around 40% of the total contract patching measured by tonnage. Locations will be provided to the Contractor on or before August 12, 2024. Requirements or Estimated Bid Quantities: On "Requirements or Estimated Bid Quantities," acceptance will bind the City to pay for, at unit bid prices, only quantities ordered and delivered. Any reference to forecasted or estimated quantities within the bidding documents is intended to inform the bidder of approximate annual requirements. The City may purchase as little as zero percent (0%) or exceed as much as one hundred percent (100%) of the forecasted or estimated quantities. Bid security in the form of a certified check or cashier's check payable to the City of Naperville, or a satisfactory bid bond, in the amount of Ten Percent (10%) of the total bid must be scanned and submitted with the E-Bid response. During the bid review process, the City may require a bidder to submit the original bid security to confirm authenticity. When noted in the specifications, the City reserves the right to require the successful bidder to supply a Performance Bond and a Labor and Materials Bond within ten (10) calendar days of acceptance of the bidder's proposal by the City. The bonds, unless otherwise specified by the Purchasing Manager, shall be 100% of the total contract price.
