Site work and outdoor lighting for a mixed-use development in Middletown, Pennsylvania. Completed plans call for site work for a transportation facility; and for outdoor lighting for a transportation facility.

As of June 26, 2024, this project has not yet been awarded. A timeline for award has not yet been established. The work site is located at Harrisburg International Airport, in Middletown, Pennsylvania. Contractor shall complete all work as specified or indicated in the Contract Documents. The work generally consists of furnishing and installing Individual Light Control and Monitoring System (ILCMS ) that will replace existing remote units for runway and taxiway lights, also included are new microwave sensors, controller units, isolation transformers and 5kV cabling as shown in the Contract Documents. More specifically, the construction scope of work includes, but is not limited to, the following: Base Bid Scope of Work includes line Items 1 through 12 below: 1. Mobilization (1 LS) - This work is the assembly and set-up of the general plant required to comply with the contract and with local and State laws and regulations. General plant includes Contractor's offices, shops, plants, storage areas, and sanitary or other facilities. This work includes obtaining the required permits, insurance, bonds, and any other initial items required for the start of the work. 2. Furnish ILCMS (1 LS) - Furnishing all ADB Safegate equipment, commissioning, testing, and traveling by ADB technician. Only material cost with costs associated with ADB commissioning, and contractor support/escorting costs included. Labor for contractor installation is covered in line items 2 through 11 3. Replace Remote Units for In-Pavement Combination Runway Guard/Stop Bar Lights (89 EA) - Includes opening light base, replacing BRITE units, bolts, washers, tape, heat shrink, L-824 cabling, connectors, splices, and incidentals necessary to complete the system. BRITE unit material costs are covered in Item 1 above. 4. Replace Remote Units for Elevated Runway Guard Lights (14 EA) - Includes opening light base, replacing BRITE units, bolts, washers, tape, heat shrink, L-824 cabling, connectors, splices, and incidentals necessary to complete the system. BRITE unit material costs are covered in Item 1 above. 5. Replace Remote Units for Elevated Stop Bar Lights (14 EA) - Includes opening light base, replacing BRITE units, bolts, washers, tape, heat shrink, L-824 cabling, connectors, splices, and incidentals necessary to complete the system. BRITE unit material costs are covered in Item 1 above. 6. Replace Remote Units for Taxiway Centerline Lights (36 EA) - Includes opening light base, replacing BRITE units, bolts, washers, tape, heat shrink, L-824 cabling, connectors, splices, I/O "Y" adapters and incidentals necessary to complete the system. BRITE unit material costs are covered in Item 1 above. 7. Replace Remote Units for Microwave Sensors (3 EA) - Includes opening light base, replacing BRITE units, bolts, washers, tape, heat shrink, L-824 cabling, connectors, splices, and incidentals necessary to complete the system. BRITE unit material costs are covered in Item 1 above. 8. Replace Controller Units in Vault (1 LS) - Includes removal of BRITE controller cabinets, existing wiring and conduits; furnishing and installation of wireway, junction boxes, conduits, 5kV Wiring between controller and CCR, 120V wiring between controller and UPS, ethernet wiring between controller and PC; installing wall mounted controllers. 9. Runway Centerline Circuit Reconfiguration in Vault (1 LS) - Includes cutout, cabling, conduits, supports, L-824 cabling, connectors, splices, and incidentals necessary to complete the system. 10. Replace 5kV Cabling at Taxiways (4,500 LF) - Includes 6ft (3ft on each side of splice) of slack in each light base, furnishing tape, heat shrinks, L-824 cabling, connectors, splices and incidentals necessary to complete the system. Opening light base, replacing bolts and washers are covered in subsequent items. 11. Replace Isolation Transformers (159 EA) - Includes furnishing transformer, tape, heat shrinks, labor for replacing transformer, L-824 cabling, connectors, splices and incidentals necessary to complete the system. Opening light base, replacing bolts and washers are covered in subsequent items. 12. Testing and Commissioning (1 LS) - Includes furnishing and installing all equipment, labor, materials, supplies, and project administration for the testing and commissioning of the ILCMS, controllers, remote units, power supplies, I/O "Y" adapters, PC ethernet card/switch upgrades, software upgrades, airfield lighting control and monitoring system, lighting fixtures, microwave sensors, insulation resistance testing of 5kV wiring, operation of S-1 cutout, regulators, circuit selector switches, support and escorting of ILCMS manufacturer and incidentals necessary to complete this item. All bids must be made on the official Bid Form or an exact copy by re-production thereof. Owner reserves the right to reject any and all bids, to waive any and all informalities and the right to reject all non-conforming, non-responsive or conditional bids, in the Owners sole discretion. No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of grant or grants; in which case, bids shall be irrevocable for one hundred twenty (120) calendar days in compliance with Act 317 of 1978 approved November 26, 1978. Each bid must be accompanied by a Bid Security in the amount of ten percent (10%) of the base bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a Performance Surety Bond and a Payment Bond each in the full amount of the Contract Price. Any questions or interpretations of the plans, specifications or documents must be submitted via online no later than close of business on Thursday, April 2, 2024, at 5pm EST. The Authority will consider bids at its April 24, 2024, board meeting which is held in the David McIntosh Board Room located on the 3rd floor of HIA's Terminal Building beginning at 8 a.m.
