This report presents the results of geotechnical engineering investigation for the proposed East Mountain Drive Low Water Crossing Replacement Project at the intersection of East Mountain Drive and Cold Spring Creek in Santa Barbara County, CA. The approximate Project location is shown on the Project Location Map, Plate No. 1. The scope of work performed for this investigation included a review of the readily available geologic literature pertaining to the site, obtaining representative soil/rock samples and logging soil/rock materials encountered in the exploratory borings, conducting a water percolation field test, laboratory testing of the collected samples, engineering analysis of the field and laboratory data and preparation of this report. The original field drilling/coring was performed in June/July 2017. The exploration utilizing conventional rotary mud/diamond coring revealed boulder nests and weathered, fractured rock, and the drilling/coring process was very strenuous. During the January 9, 2018 Storm and subsequent debris flow at the site, the terrain was altered completely. At the site, one can observe nests of boulders, and there also appears to be native rock formation exposed after the debris flow. To provide more information for project design and to confirm the depth of observed boulderzones and weathered/fractured native rock, additional field exploration utilizing sonic drilling was performed based on field data (lessons learned from the June/July 2017 investigation) and discussion with the driller (Cascade Drilling). The geotechnical recommendations presented in this report are intended for design input and construction purposes, and the report is intended to supplement the requirements of the project plans and technical specifications. The report is not intended to be used as specifications, and the report should not be used for bidding purpose and direct construction estimate by prospective contractors. .0 PROJECT DESCRIPTION The project will construct a bridge spanning across Cold Spring Creek at East Mountain Drive, including transitional roadway improvements. The original low water crossing was completely Dewberry Job No. 2017-118-FDN (E. Mtn Dr Low Water Crossing) July 18, 2022 (final) . destroyed by the January 9, 2018 storm and subsequent debrisflow. The design elevation and length of the bridge will be based on a hydraulic analysis of a 100-year design storm flow in accordance with the Federal and State Regulations as well as County of Santa Barbara requirements. Based on the General Plan provided, the planned bridge is a single span, precast post-tensioned concrete slab structure of approximately 70 feet long and 31 feet wide. The approach roadway on both sides of the bridge will conform back to the existing roadway within approximately 150 feet of the begin/end bridge locations. In addition to the bridge, two retaining walls (on the northeast corner) along the approach roadway are also anticipated.
