The City of Westbrook is seeking a qualified firm to provide materials testing services and geotechnical engineering services during the construction of its Melcher Court Pump Station Upgrade, located at 24 Melcher Court. The project includes the addition of an electrical room to the existing pump station, replacement of all pumps, electrical, mechanical and control systems for the Melcher Court Pump Station, installation of approximately 1,330 LF of 10-inch force main, approximately 1,165 LF of gravity sewer, paving and related work, as shown on drawings. The general scope of services to be provided by the firm for this project will include laboratory and field testing of soils and concrete. Work under this contract is expected to begin in April 2024 and end in December 2024. Contract Documents for the construction project may be obtained from the City of Westbrook upon request. Bids will be received for a single prime Contract. Bids shall be on a unit price basis. To be considered a responsive Bidder, the Contractor shall have obtained at least one set of Bidding Documents from the Issuing Office. The Bid will not be awarded to a Bidder unless a record for obtaining at least one set of Bidding Documents exists in the Issuing Office. To meet this requirement and to establish the record of receipt, a prospective Bidder must obtain Bidding Documents using the name that is to appear on the Bid Form. All questions shall be directed, in writing, to Katherine Kelley at least three (3) business days before the opening date. Questions received after this time will not be addressed. Responses from the City that substantially alter this RFP will be issued in the form of a written addendum to all those that have expressed interest in the project. Oral explanations or interpretations given before the award of contract will not be binding. The City of Westbrook reserves the right to reject any or all Bids, to waive any technical or legal deficiencies, and to accept any Bid that it may deem to be in the best interests of the City.
