The work includes, but is not limited to, the replacement of the Luzerne Road Culvert, which carries Clendon Brook. The existing 84" CMP will be removed and replaced with a 12'x8' concrete box culvert approximately 40' west of the existing culvert. Stream restoration of the rerouted channel, erosion & sediment control practices, and traffic control measures will also be included in the project. The Project is being progressed through the New York State Department of Transportation Culvert NY Program under P.I.N. 1762.11. Construction will be in strict conformance with all NYSDOT Requirements and governed by the NYSDOT Standard Specification Section 100 - General Provisions and Section 200 thru 700 - Technical Specifications. The Project shall be substantially completed on or before Monday, September 16, 2024. The Project shall be completed on or before Monday, September 30, 2024. Bids will be received for a Single Prime Contract. Bids will be received on an itemized unit price basis, with alternates. Bids should not include sales and compensating use taxes on materials incorporated into the work. Bids actually received by mail or by hand after the appointed time on the date specified shall be rejected, notwithstanding that such Bid may have been placed in a mail box or other mail receptacle regularly maintained by the United States Postal Service before such time, and ordinarily in sufficient time to have been delivered on time. Bid security in the amount of 5% of the Bid must accompany each Bid in accordance with the Instructions to Bidders. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record. Contract Documents obtained from other sources may not be accurate or may not contain addenda that may have been issued. Hard copies of the Bid Documents and CDs containing the bid documents will not be provided. The successful Bidder will be required to furnish a performance bond and a payment bond, each in the amount equal to 100% of the contract price. There will not be a Pre-bid Conference. The goal requirements for this project is as follows: 13% Women-Owned Business Enterprise (WBE), 9% Minority- Owned Business Enterprise (MBE), and 6% Service-Disabled Veteran-Owned Business (SDVOB). Bidders on this work will be required to comply with the President's Executive Orders No. 11246 and No. 11375, which pertain to nondiscrimination in employment. The requirements for Bidders and Contractors under these orders are explained in the Bidding and Contract Documents. The Town of Queensbury reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation.
