The Housing Authority of the City of Greenville will accept sealed bids for lawncare and landscaping services for properties owned and operated by HACG in the City of Greenville. HACG reserves the right to reject any and all bids, to award contracts in whole or in part, and to waive any informalities in bidding. If the bid from the lowest responsible bidder exceeds available funds, the Authority reserves the right to negotiate with the apparent low bidder to obtain a contract price within available funds and at any time reserves the right to void current solicitation and re-advertise if it is in the best interest of the Housing Authority of the City of Greenville. All questions regarding this solicitation must be in writing using the attached Question Form and must be emailed no later than 4:00 p.m. on March 18, 2024. All forms must be completed, signed, and returned in a sealed envelope addressed to the Housing Authority of the City of Greenville Attn: Percell Harris, (Procurement, Modernization, and Business Manager.) Contractors who fail to submit required documentation will be disqualified at bid opening. Notification is hereby given to all bid submitting contractors that in addition to the aforementioned required documents, a copy of Section 3 workers (if applicable), to their respective trades and regardless of whether or not Federal Funding is involved is also a requirement. Contractors will be responsible for ensuring that economic opportunities, to the greatest extent feasible, follow Section 3 Requirements. This is in accordance with 24 CFR Part 135.1, Section 3 Clause 24 CFR Part 135.8, and HACG Section 3 guidance. The successful bidder will receive a Notice to Proceed and directives for the faithful and diligent performance of the contract. This is a Davis-Bacon Prevailing Wage Project. Refer to provisions for Equal Employment Opportunity. Payment of not less than the minimum salaries and wages indicated in the project manual must be paid on this project. Under no circumstances will the Housing Authority of the City of Greenville be responsible for any costs associated with the preparation or delivery of this bid or proposal.
