Site work and paving for a mixed-use development in Conshohocken, Pennsylvania. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The scope of construction items includes roadway resurfacing and intersection drainage improvements along Hallowell Street, the removal of subsurface drainage pipes and their replacement with asphalt swales to convey water through the intersections, which will include the full depth reconstruction of the intersections and all four approaches on 4th, 5th, 6th, and 7th Avenues, construction of new ADA compliant curb ramps, pavement mill and overlay of portions of Hallowell Street from 4th Avenue to 7th Avenue including base repairs where necessary, installation of pavement markings, and installation of drainage structures and stormwater pipes at 6th Avenue and Hallowell Street near Mary H. Wood Park. This project is funded in part by Pennsylvania Department of Transportation (PennDOT) Municipal Liquid Fuels Program. All material must meet current PennDOT Specifications. A certified check or bank draft, payable to the order of the Borough of Conshohocken, negotiable U.S Government Bonds (at par value), or a satisfactory Bid Bond executed by the bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total bid amount shall be submitted with each Bid. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value. Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the project cost is $100,000 or above for locally funded highway and bridge projects. Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof. The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00, and the maximum fee is capped at $5,000.00. Prior to awarding the contract, bids may be held by the Borough for a period not to exceed sixty (60) days from the date of bid openings for the purpose of reviewing the Bids and investigating the qualification of Bidders. All work by the Contractor must be 100% completed within the contract time limit of 90 calendar days. All work must be completed by October 31, 2024 per PennDOT. The contract time limit shall begin once the written Notice to Proceed order has been issued to the contractor All documents and solicitation details are available at nocost through PennBid (https://pennbid.bonfirehub.com) Schedule of Liquidated Damages: 1-15 Days: $500 per calendar day 16-30 Days: $1,000 per calendar day 31+ Days; $2,000 per calendar day
