Site work, paving and new construction of a mixed-use development in Flandreau, South Dakota. Conceptual plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Please note this Request for Proposals (RFP) does not constitute an offer of employment or contract for services the Tribe reserves the option to accept or reject any proposals. Any contract awarded pursuant to this RFP will incorporate the requirements and specifications contained in this RFP. The proposed location of the Crescent Street Bridge will be across the Big Sioux River along the northern portion of Crescent Street in Flandreau, South Dakota. The location can be found in the SE14 of Section 21, Township 107 North, Range 48 West of the Fifth Principal Meridian in Moody County, South Dakota. The newly constructed Crescent Street Bridge will connect a roadway and pedestrian path from the Flandreau Indian School to the City of Flandreau. The Tribe has identified several design preferences for this Project including: (i) elevated side rails on the bridge for enhanced pedestrian safety; (ii) historic LED lighting to be incorporated on the bridge design; (iii) improving concrete tie ins to adjacent recreational areas near Project area; (iv) particular curb and gutter enhancements to ensure vehicle access to adjacent recreational areas and improvement of pedestrian access signage; (v) preferred bridge design with reduced number of piers to avoid collection of debris buildup along waterway; (vi) bridge design should consider frequent usage by larger automobiles, including school buses and semi-trucks; and (vii) educational signage posted on both ends of the bridge containing tribal and local historic information concerning the Project area. Please note this Project includes Federal Lands Highway Program funds, and all work will be reviewed and approved by the Tribe and Bureau of Indian Affairs Great Plains Regional Office. All work and contract requirements shall conform to requirements of the FHWA, the regulations found under 25 CFR 170, and any and all other applicable laws and regulations. Design standards include but are not limited to: a minimum 100 year design life suitable for a two-lane roadway bridge and two connected pedestrian sidewalks, and a design that ensures the structure is conducive to safety, durability, and economy of maintenance. The method of Contractor Selection has not been Determined at this time.
