The intent of the plans and specifications is to prescribe a complete work which the contractor undertakes to do in full compliance with the plans, specifications, the special provisions, proposal, and contract. Each bid must contain the full name of every person or firm interested in the same and be accompanied by a cashier's check, certified check, or letter of credit for 10% of the bid submitted in accordance with Ohio Revised Code Section 153.54; or a bond for the full amount of the bid submitted, as a guarantee that, if the bid is accepted, a contract will be entered into and its' performance properly secured.
