The acquisition will result in the award of a Design-Build and/or Design-Bid-Build, Indefinite-Delivery/Indefinite Quantity, Multiple Award Construction Contract for roofing projects within the NAVFAC Washington Area of Responsibility. Approximately five contracts are anticipated to be awarded to responsible offerors whose proposals represent the best value to the Government, although the number of awards may be adjusted based on the determination of the Source Selection Authority. The contract requires the capability to manage multiple task orders concurrently across the AOR. The scope of work includes, but is not limited to, new construction, demolition, repair, alteration, and renovation of roofing systems and roofing materials, and may include minor general construction such as architectural, structural, mechanical, or electrical work. Task orders may involve removal and reinstallation of roof-mounted equipment and enclosures; demolition and installation of framing and curbing for new or replacement equipment; patching around new equipment; securing, disconnecting, and reconnecting electrical, gas, refrigeration, steam, condensate, and other process services; roofing demolition; debris handling and disposal; installation of new roofing systems; scheduled and emergency roof repairs; repair or replacement of roof drains, connector piping, drain pans, gutters, and leaders; parapet wall treatments; flashing and cap treatments; repair or replacement of roof decking materials; installation or repair of permanent fall protection systems; access ladders; roof access and smoke hatches; roof expansion joints; and work involving asbestos-containing materials and/or lead-containing materials, including abatement, disposal, and interior dust and debris containment in accordance with applicable federal, state, and local safety and health regulations. Facilities supported under this contract may include administrative, industrial, maintenance, warehouse, communications, personnel support, recreation, lodging, medical, training, range, airfield, hangar, and other similar facilities. The contract period of performance is eight years from the date of award, consisting of a two-year base period and two three-year option periods, not to exceed 96 months. The total estimated construction cost for all contracts over the eight-year period is not to exceed $249,000,000. Individual task orders are generally expected to range from $150,000 to $15,000,000, although smaller or larger projects may be considered at the discretion of the Contracting Officer. After award of the initial contracts and completion of a demonstration project, the successful IDIQ contractors will compete for task orders among themselves based on best value using either a tradeoff process or lowest price technically acceptable, including lowest price. The Government guarantees a minimum award amount of $5,000 to each successful offeror over the life of the contract.
