The scope of work includes providing a full range of multimedia environmental compliance services for the Naval Facilities Engineering Command (NAVFAC) Washington Area of Responsibility (AOR) and U.S. Territories. Services will emphasize fuel storage tanks and spill prevention, air quality and Clean Air Act compliance, and hazardous waste and materials management. Additional requirements include stormwater, drinking water, wastewater management, Environmental Management System (EMS) implementation, addressing other environmental liabilities (OEL), environmental planning, natural and biological resources, cultural resources, and installation restoration. All work must comply with applicable Department of Defense (DOD), Department of Navy (DON), federal, state, and local statutes and regulations, as well as DOD and DON policies, instructions, and guidance. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) type with firm-fixed-price task orders, competitively procured under FAR Part 15 using a lowest price technically acceptable source selection process. The ordering period will be five years, with an option for up to six additional months under FAR 52.217-8. The minimum guarantee is $50,000, and the maximum contract value will not exceed $45,000,000. Task orders will typically range from $50,000 to $500,000 but may vary based on government needs.
