Delaware County Solid Waste Authority Phase 2 Construction. No questions will be answered proceeding the Request for Information (RFI) deadline provided on PennBid. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). Bidders must comply with all State antibid-rigging regulations pertaining to Work associated with this Project and will be required to submit an executed non-collusion affidavit with the bid. All bidders are hereby notified that in regard to any Contract pursuant to this advertisement, businesses will be afforded full opportunity to submit bids in response to this notice and will not be subjected to discrimination on the basis of gender, race, color, creed, sex, age, physical disability or national origin in consideration for an award. Similarly, the Successful Bidder shall in no manner discriminate against or intimidate any employee involved in the manufacture of supplies, the performance of Work, or any other activity required under the Contract on account of gender, race, creed or color. The Owner reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects, or irregularities in any Bid at its sole discretion. Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 10%. All questions about the meaning or intent of the Bidding Documents are to be submitted via the Penn Bid Program in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. The work includes the furnishing of all labor, materials and equipment necessary to complete the work as shown on the Drawings and as described in the Specifications. The project includes installation of installation of approximately 22 acres of liner system; the construction of a mechanically stabilized earthen berm; installation of haul and access roads; installation of leachate collection and conveyance features; installation of gas collection and control system items; and storm water management and control system features. SCOPE OF WORK CONTRACTOR shall furnish all labor, materials, tools, supervision, transportation, installation equipment, and incidentals necessary to complete the Work specified herein and shown on the Drawings. The Work shall include, but is not necessarily limited to: A. Clearing and grubbing the Work area of trees, brush, and incidental debris; reuse or disposition of materials generated by clearing and grubbing shall be in accordance with Section 02220, and if not therein specified shall be temporarily placed on-site at location(s) designated by OWNER. B. Stripping topsoil from Work areas, transporting the topsoil to stockpiles at locations shown on the Drawings or designated by OWNER; and C. Temporary seeding and mulching the topsoil stockpiles
