PWC constructs, owns, operates, and maintains electrical distribution facilities in Cumberland County, North Carolina. PWC is soliciting bids from qualified contractors to provide miscellaneous electrical substation construction and repair services on an as needed and on-call basis, including installing underground conduit systems at various locations in accordance with the work as outlined in the enclosed specifications. As needed and on-call are interchangeable and mean work that is needed by PWC from time to time for planned and unplanned, utility related, construction and repair activities. Work completed under this awarded contract will be assigned on a task order basis and the work invoiced for each task order shall be in accordance with the rates listed on the bid pricing form, to be included in the contract. A detailed scope of work will be provided for each task order between PWC and the Contractor. These task orders will be negotiated individually on a Not to Exceed basis. Total task order values will be set somewhat subjectively with the understanding that the contract time will vary depending on the amount of work assigned and rate at which the contract amount is consumed. In addition, there is no guarantee that the full task order amount will be fully expended. Fayetteville Public Works Commission estimates the following quantities will be necessary during the contract period. Quantities are estimates only and are not guaranteed. The Commission reserves the right to add additional work or delete work as needed. College Lakes Substation Six (6) full breaker change outs. Cable trench installed Cumberland Rd Substation Six (6) full breaker change outs. PO Hoffer Substation Six (6) full breaker change outs. Cumberland Road Substation Approximately 500 sq yards of ground cover Various Substations Remove and install switchboards Concrete pads removed and installed Full breaker change outs Grounding equipment The foregoing description shall not be construed as a complete description of all work required. All work shall be done in accordance with PWC technical specifications and standard contract terms. The outside of the envelope must be marked SEALED BID: MISCELLANEOUS ELECTRIC SUBSTATION ON-CALL CONSTRUCTION and shall indicate the name, address and state license number of the bidder. Bids shall be submitted on the printed forms, or exact copies thereof, contained in the Contract Documents. Each bid shall be accompanied by a bid bond of five percent (5%) of the bid executed by a surety company licensed under the laws of North Carolina to execute the Contract in accordance with the bid bond and upon failure to forthwith make payment, the surety shall pay the obligee an amount equal to the amount of said bond. Said deposit shall be retained by the Owner as liquidated damages in event of failure of the successful bidder to execute the Contract within ten (10) days after the Notice of Award or give satisfactory surety as required by law. Performance and Payment Bonds are required in the amount of 100% of the Contract amount and shall be furnished by the Contractor. All Contractors are notified that North Carolina Statutory provisions as to licensing of Contractors will be followed as applicable in receiving and evaluating bids and in reading and awarding the Contract (Chapter 87 of the North Carolina General Statutes). The bidder to whom the contract may be awarded must comply fully with the requirements of North Carolina General Statutes Section 143-129, as amended. No bids may be withdrawn after the scheduled Bid Opening for a period of ninety (90) calendar days. In order to receive consideration, questions must be received by 5:00 p.m., EST Friday, April 5, 2024. Any interpretations of questions so raised, which in the opinion of the Project Engineer require interpretations, will be issued by Addenda via email or posted online by the Owner and/or Project Engineer. An Addendum extending the Bid Opening date may be issued up to five (5) business days before the Bid Opening date. An Addendum withdrawing the Invitation for Bid may be issued any time prior to the Bid Opening date.
