Question Submission Deadline:April 5, 2024, 3:00pm The project will develop a transportation facility - capital improvement plan (CIP) for the urbanized areas of Linda, West Linda, and Olivehurst to accommodate the impacts of climate change. Please note that the project area does not include the incorporated cities of Marysville or Wheatland, nor does it include Beale Air Force Base. The County previously completed phase 1, The Climate Change Vulnerability Analysis , to examine the vulnerability of the urbanized areas of Linda, West Linda, and Olivehurst to climate change. The project areas currently relies upon drainage infrastructure that evolved over time, but was never designed or analyzed to operate as an engineered system. Portions of the project area frequently experience localized flooding due to inadequate drainage; this flooding impacts both transportation corridors and private properties. The County of Yuba is accepting proposals for Engineering Services for the Climate Adaptation - Project Level Capital Improvement Plan The project is State and Local funded. This is a cost-plus-fixed-fee and project specific contract. There is no DBE goal for this project. The County of Yuba is an equal opportunity employer (EOE) and Disadvantaged Business Enterprises (DBEs) are encouraged to participate. For additional proposal submittal or technical information, please contact Robert Pontureri at rpontureri@co.yuba.ca.us. 1) A conceptual layout of an updated drainage system that can accommodate the anticipated drainage flows from extreme weather caused by climate change; 2) Planning and coordination for neighborhood drainage systems in a regional manner; 3) Conceptual planning designs; and 4) Development of a GIS layer showing the proposed drainage system (locations, sizes, etc.). The project will also include a robust public outreach effort comprised of fliers, social media postings, public workshops, and presentations to the Yuba County - Board of Supervisors. The project will align with the goals and themes of flood system climate resiliency, flood equity, and alignment with State management planning efforts as presented in the 2022 Central Valley Flood Protection Plan (CVFPP) Update and the Feather River Regional Flood Management Plan, which promotes multi-benefit projects that reduce the risk of flooding and allows regional economic prosperity.
