The City seeks licensed, qualified firms to provide Tree Removal, Pruning, and Stump Grinding Services for trees located in the rights-of-way, park lands, easements, or other public properties of the City. The successful bidder(s) under this IFB (each a "Contractor") shall remove trees, brush, and various vegetation, remove tree stumps, dispose of trees and associated debris. The City, at its discretion, may also include within the scope of this IFB certain trees that are on private property for which the City accepts liability or otherwise has authority to remove. The Contractor(s) shall furnish all labor, equipment, materials, and transportation necessary to perform the services in accordance with the specifications in this Invitation for Bids ("IFB"). Contractors may subcontract elements of this scope of work on a limited basis, with prior approval from the City. The City seeks to award multiple contracts, designating a "Primary Contractor" and "Secondary Contractor" for the services described herein. In addition to the foregoing, all terms and conditions in Appendix B hereof, entitled "City of Chesapeake Tree Removal, Pruning & Stump Grinding Special Terms and Conditions") is incorporated by reference into this Scope of Work as if fully laid out herein. If multiple awards are made, the City may name the lowest responsive and responsible bidder as the Primary Contractor within the meaning of Appendix B, Section G., and may name the next-lowest responsive and responsible bidder as the Secondary Contractor as meant by that Section. The City further reserves the right to reject any bid/proposal if the evidence submitted by, or investigations of, such bidder/offeror fails to satisfy the City that such bidder/offeror is properly qualified to carry out the obligations of the contract and to provide the services contemplated therein
