The purpose of this Invitation for Bid (IFB) is to establish a contract with a qualified Contractor for the construction of a new mast arm traffic signal and pedestrian signals at the intersection of Jefferson Avenue and Pavilion Place. This a Federal Highway Safety Improvement Program (HSIP) supported project, administered through the Virginia Department of Transportation (VDOT), and will be governed by VDOT technical specifications, standards, manuals, and guides. Question Submission Deadline: April 1, 2024, 1:00pm. Contract time limit: 195 Days to Substantial Completion; 25 Days after Substantial Completion to Final Completion. Performance Bond: 100%. Payment Bond: 100%. Bid Security: 5%. DBE Goal: 9%. The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.&& 2000d to 2000d-4) and the Regulations, hereby notifies all Bidders that it will affirmatively ensure that any contract entered into pursuant to this solicitation/advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
