The Emporia Recreation Commission, in collaboration with Unified School District No. 253 and the Emporia City Commission, seeks qualifications from experienced construction management firms for the role of Construction Manager at Risk (CMAR) for the renovation, expansion, and/or new construction of recreational facilities within Emporia, Kansas. The selected CMAR will play a critical role in ensuring the project meets community needs, remains within budget, and is completed on schedule. The total project construction cost is estimated to be $20-40 Million. Delivering the completed project within this budget is a high priority. It is important that the Owner, design team, and CMAR (collectively the "Project Team") work cooperatively and successfully to keep the final cost of the construction within this fixed budget. Question Deadline 04/16/2024 at 12:00 PM CT : Any questions regarding this RFQ must be submitted by e-mail to jkraus@emporiarec.org no later than the date indicated on the RFQ Schedule. Answers to the questions will be posted as an Addendum to the RFQ. A certified cashier's check, bid bond, or money order made payable to the City of Emporia, in the amount of 5% of the bid, may be required of all bidders. The bid bond or check of the successful bidder shall be retained by the City of Emporia until completion of the work or submittal of a performance bond (if applicable) to ensure the delivery of the supplies and/or service at the specified time and/or the successful completion of the project. A performance bond satisfactory to the City of Emporia, executed by a surety company authorized to do business in Kansas or otherwise secured in a manner satisfactory to the City for the performance of the work provided for in the contract, in an amount equal to 100% of the price specified in the contract. A payment bond to the State of Kansas satisfactory to the City of Emporia, executed by a surety company authorized to do business in Kansas or otherwise secured in a manner satisfactory to the City, for the protection of all persons supplying labor, materials, equipment or supplies to the contractor or its subcontractors for the performance of the work provided for in the contract. The bond shall be in an amount equal to 100% of the price specified in the contract and shall otherwise comply with the requirements of K.S.A. 60-1111. The Owner reserves the right, in its sole and complete discretion, to reject any and all submittals or cancel this RFQ, at any time prior to the time a contract is fully executed, for any reason. The Owner is not liable for any costs the proposer ("Proposer") incurs in preparation and submission of its submittal, in participating in the RFQ process or in anticipation of award of the contract. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
