The City of Pacifica is accepting sealed bids/proposals for Ultraviolet Disinfection System Replacement Project (P034) Construction Management Services TBD to be received no later than Thursday, April 25, 2024 at 5:00 pm. 1.2. Background The CCWRP is designed to treat an average daily dry weather design flow of 4 MGD and a peak hourly wet weather discharge capacity of 20 MGD to Calera Creek. The CCWRP employs sequencing batch reactors ("SBRs") that combine the basins for aeration and clarification, which are separate basins at conventional wastewater treatment plants. The CCWRP was one of the first fully automated plants in the San Francisco Bay Area designed for nutrient removal and helped pioneer the use of Ultraviolet (UV) disinfection for wastewater effluent in California. Furthermore, CCWRP was also one of the first plants using ATAD technology (auto thermal thermophilic aerobic digesters) for the generation of Class A sludge in California. The City provides effluent water to NCCWD, who serves it as recycled water under an existing Memorandum of Understanding ("MOU"). NCCWD previously core-drilled into the Plant's clearwell with a valve that allows it to divert flow to its wet well and pump. NCCWD then puts sodium hypochlorite residual into its recycled water and distributes that recycled water, with the primary end use being irrigation at Sharp Park Golf Course. Additional information regarding the NCCWD Recycled Water Program is available online. The Plant currently uses the Trojan UV4000, an ultraviolet ("UV") system, for disinfection. The manufacturer stopped supporting this system as of July 2022, so the City wishes to replace the UV disinfection system with an upgraded UV disinfection system. The Ultraviolet Disinfection Replacement Project (Project) was initiated in the Spring of 2022 to replace the existing system. Design was completed in March of 2024 and construction is expected to begin in the Spring of 2024. The consultant for construction management and inspection services (CM Consultant) will provide construction management and construction inspection services for the Project.
