The City of Powder Springs, Georgia is seeking competitive sealed proposals from qualified vendors to perform various repairs to the City's storm drainage system using trenchless technology. The City intends to use a portion of its American Rescue Plan Act grant to fund this effort. The deadline for submission of questions shall be 12:00 noon EST on Wednesday, April 3, 2024. The City reserves the right to reject any or all proposals, and to waive any informality or technicality in bidding in order to purchase in the best interest of the City. The City of Powder Springs is located in southwest Cobb County and is a member of the ten-county Atlanta Regional Commission. The City is located approximately twenty-two miles west of Atlanta and approximately twelve miles southwest of Marietta. Powder Springs encompasses approximately 4580 acres (approximately 7 square miles). The City's population is currently estimated at 15,758, ranking it fifth amongst Cobb County's six municipalities. The citizenry is quite active and there has been a great emphasis on transparency in local government and easy access to public records. The City recently completed a comprehensive assessment of its storm drainage system and has identified a number of projects to be completed annually over the next ten years. To complete these projects, the City desires to hire one or more standby contractors and to issue work orders to the selected contractor(s) for specific projects each year. The cost for the individual projects will be based on the unit prices submitted by the selected contractor. Storm system pipe repair
Traffic control
Typical project sizes may range from $75,000 to $400,000. The City anticipates having between
$600,000 to $1,000,000 annually to fund stormwater projects. Sources of funds include
American Rescue Plan Act funds (federal grant) and local sources. The City also intends to apply
for additional federal and state funding.
