Site work and renovation of a mixed-use development in Pensacola, Florida. Completed plans call for the renovation of a residential development; and for site work for a water / sewer project.
SCOPE OF WORK The rehabilitation of this owner-occupied, single-family, residence is to make the home safer, more energy efficient, and easier to access within the provisions of federal, state, and county laws and ordinances and the SHIP repair program. The rehabilitation of this home will include the following tasks as outlined below and the repaired areas are to match as close as possible to their existing surroundings. If additional tasks beyond those included in this scope are discovered, then additional funds may be allocated. Before any additional work is performed, written county approval will be needed. There is no federal funding for this project. 1: FOUNDATION: The foundation is sinking or settling in the hallway, bedroom and between the two bathrooms. Preform a leak detection, replumb where needed, jack up or support the wall as needed, secure the hallway wall and repair the damaged drywall, replace the hallway and bathrooms flooring as needed, adjust, repair or replace the interior doors that are not closing. 2: ELECTRICAL: Re-wire as needed or required to conform to the national electrical code as per the Escambia County Building Code. This may require additional switches and outlets to be added if the existing space does not meet code requirements. A new meter base/power pack and riser may be required. A new breaker panel may also be required. Install disconnects at equipment and appliances. All smoke detectors should be hardwired with battery back-up. All receptacles, switches and cover plates shall be new devices. All existing and new appliances will have new pigtails installed to match new receptacles. All fixtures shall be LED or have led light bulbs installed. Repair drywall damage from rewiring and paint to match as close as possible. 3: MECHANICAL: Install a new matching HVAC system, including the condenser and handler as the Escambia County Building Code. The existing ductwork is said to be in good working condition, inspect and repair as needed. Return air grill is to be removable filter type with filter installed. This unit must meet state energy efficiency rating guidelines. Install a new digital thermostat control. Mechanical Contractor to provide NED with a Manual J to support unit size installed. 4: PLUMBING: Replace existing master and hall bath sinks and faucets and install all new 1/4 turn brass valves on fixtures as required per Escambia County Code. Install all new drain assemblies from fixtures to waste. Install new braided supply lines to the sink. Replace both existing master and hall bathtub faucets as required per Escambia County Code. 5: FLOORING: Remove existing kitchen flooring and prep floors. Install new LVP floor per manufacturer's instruction, include a moisture barrier as needed. Pattern and color are to be determined by the homeowner. Include matching transitions strips where needed, any missing base molding and install new shoe molding. Then caulk and paint the trim. 6: ATTIC INSULATION: Blow in fiberglass insulation to the level of R-38, adding baffles as needed as per the Escambia County Building Code. 7: GARAGE DOOR: Replace the existing garage door and install a new unit with an opener as per the Escambia County Building Code. This opener is to have a light, a sensor, an activation button at the entry door and a remote control. 8: CABINETRY: Replace existing master and hall bath cabinets with new wood cabinets to match existing configuration. The style and color are to be determined by the homeowner. Include all cabinet hardware, knobs, for a complete and proper installation. Replace both bathroom countertops with square-edge laminate tops, including 4" side and back splashes to match the existing configuration. 9: INTERIOR DRYWALL: Repair all wall and ceiling drywall surfaces that are damaged or incomplete. Tape, mud, match the texture and paint as close as possible to existing surrounding area. 10: EXTERIOR REPAIRS: Replace the (4) porch posts with 4x4 posts and secure them as per the Escambia County Building Code. Paint these posts as close as possible to the existing surrounding area. 11: GUTTERS: Remove existing gutters and install new 6" seamless aluminum gutters around the home. This is to include 4" downspouts, splash blocks, and diverters. New contractors with the county are required to submit a letter of insurability agreeing to these requirements. Escambia County may award Line item by Line item for emergency items limited to roofing and septic/sewer services. Only OPENGOV submitted bids will be accepted. Question Submission Deadline April 14, 2025, 2:00pm All questions or inquiries must be received no later than the last day for questions stated on the cover page of the solicitation. Each offer shall be accompanied by a bid bond, cashier's check, or certified check in the amount of 5% of the total offer The County Must require the successful Offeror(s) to furnish separate Performance and Payment bonds, under pledge of adequate surety and covering up to 100% of the dollar value of the award / an amount specified (i.e. $5,000.00) on the forms provided by the County Checks or bonds are to be made payable to Escambia County, Florida. The amount of the check or bond is the amount of liquidated damages agreed upon should the Offeror fail or refuse to enter into a contract with the County Should the awarded vendor fail to complete the required services or make delivery of the commodities or equipment within the times(s) specified in the Agreement, or within such additional time(s) as may be granted by Escambia County, the County will suffer damage, the amount of which is difficult, if not impossible to ascertain therefore, the vendor shall pay to the County, as liquidated damages, the sum of Three Hundred Dollars ($300.00) for each calendar day of delay that actual completion extends beyond the time limit specified until such reasonable time as may be required for final completion of the work. Such sum is mutually agreed upon as a reasonable and proper amount of damages the County will sustain per diem by failure of the vendor to complete the services or make delivery within the specified time. The costs for liquidated damages shall not be construed as a penalty on the vendor. Escambia County specifically reserves the right to reject any conditional or incomplete bid. The County reserves the right to add or delete any item(s) from this bid or resulting contract when deemed to be in the County's best interest.
