The City of West Haven (here after referred to as the City) is seeking proposals from qualified contractors for the ARPA funded project of expanding the West Haven Vietnam Veterans Memorial located at Savin Rock Park, 435 Captain Thomas Boulevard in West Haven, CT. Please read the RFP in its entirety on our city website. All proposals must be sealed together and clearly marked RFP# 2024-10 West Haven Vietnam Veterans Memorial Expansion Project. No oral, telephonic, emailed, or faxed responses shall be considered. No oral, telephonic, emailed, or faxed corrections, deletions, or additions to any response shall be accepted. The City reserves the right to reject any or all proposals, and to waive any or all formalities in connection with this request. Any responses received after the above scheduled due date and time will be rejected. The City reserves the right to reject any or all proposals, if it deems such to be in the best interest of the City of West Haven. The work for this project involves the expansion of the West Haven Vietnam Veterans Memorial at Savin Rock Park in West Haven, Connecticut. Currently, there are three (3) existing large granite monument stones at the park; each of the same elaborate rhomboid shape. Overall, each existing stone is approximately 8 feet long at the bottom front face, by approximately 9 feet long at the top, by approximately 3 feet wide at the base, by approximately 4-1 /2 feet tall at the apex. The monument stones have a 60-degree angled front face. The names of West Haven Vietnam Veterans are engraved on the front face of the monument stones. The existing center monument stone is abutted to, and flanked by, left and right, an equivalent size and shape stone. The existing monument stones are positioned in a general arclike fashion outside of an existing circular brick plaza area. It is the intent of this project to have fabricated and installed two (2) new polished rhomboidshaped granite monument stones, to flank the ends, left and right, of the existing monument. Said new, added granite monument stones shall not abut; rather have separation to the ends of the existing monument. The two (2) new granite monument stones shall be of the same (or approved similar) granite material, shine and appearance as those which exist. Said new granite monument stones shall be of the same rhomboid shape as those which exist, except the length of the new granite monument stones shall be shorter (i.e., approximately 4 feet long at the bottom front face and approximately 5 feet long at the top). Name engraving is not a part of this project. The monument stones shall be installed upon reinforced cast-in-place concrete foundations as depicted on the contract drawings. Any and all procurements for construction services, goods or materials associated with this project shall comply with the Federal Government's "Build America, Buy America" and "Buy American" requirements, to the extent applicable. All work shall be performed in accordance with the contract drawings, listed below, and with these specifications.
