Questions concerning the BFCP should be directed to Wesley Mercado at wmercado@ccwater.com or (925) 688-8129 Contra Costa Water District (CCWD) requests Proposals from firms interested in providing professional services for the Building Facilities Comprehensive Plan (BFCP). The BFCP tasks described in the Project Description below and in Attachment 4 shall be completed by June 30, 2025. BACKGROUND The purpose of this project is to identify and prioritize the renewal and replacement needs of CCWD's buildings, facilities, and grounds that primarily serve administration and operational support for CCWD and staff. A comprehensive plan for these buildings and facilities has not been completed since 1999 and CCWD desires to complete a more thorough evaluation to identify capital improvements. Capital improvements identified shall be prioritized for incorporation into CCWD's Ten-Year Capital Improvement Program (CIP). PROJECT DESCRIPTION The key objective of the BFCP project is to deliver a report on recommendations of prioritized capital projects to include in CCWD's 10-year CIP. The BFCP will be developed in a manner similar to CCWD's other recent master plans and studies; specifically, it will define and follow a risk-based methodology tailored to existing assets that comprise CCWD's building facilities and grounds. An asset register will be developed to provide data for a risk assessment which will be used to support the identification of improvement needs. Mechanical, electrical, structural, and civil assets will be included such as roofing systems, HVAC, fire suppression, plumbing, lighting, power, pavement, fencing, and security. Additionally, visual assessments will be conducted to support the development of recommendations to address known issues, including differential settlement at one building. In addition, the BFCP will assess CCWD's administrative capacity and space needs to identify existing deficiencies and future needs. It is anticipated this project will be a collaborative effort with CCWD staff and the Consultant, and will include a needs assessment, occupancy planning, and initial space planning. This effort shall also incorporate the needs identified from CCWD's Advanced Clean Fleet Plan to support CCWD's approach to fleet electrification. The major elements for the 2024 BFCP for the Consultant to provide include the following: o Assist with developing an asset hierarchy for organizing the asset register; o Define a risk assessment methodology including risk factors, scoring rubrics, and a risk matrix with defined risk categories based on Likelihood of Failure and Consequence of Failure; o Perform visual assessments including the Engineering Building at 2411 Bisso Lane; o Support an administrative capacity needs assessment, complete occupancy planning and initial space planning with near-term needs identified; o Incorporate findings from the fleet electrification plan and provide recommendations; o Identify improvement projects and planning-level cost estimates; o Document the approach, findings, and recommendations in a project report
