Osc Electrical Service Upgrade Project 2024 OSD Operations Service Center 1055 South C Street, Oxnard, CA 93030 The Contractor is responsible for all labor, material, and equipment required to perform the work for the removal of the existing electrical service switchgear equipment and the installation of new electrical switchgear equipment at the Operations Service Center Building (OSC). Electrical service interruptions to the building shall be coordinated with the District prior to action. Off hour work will be required at times. Refer to manufacture specifications, industry standards and technical specifications for further details on scope of work. The Contractor is also responsible for providing a secure work/storage containment area during this project. The containment area shall be coordinated and approved by the District prior to the containment area being set up. Engineer's Estimate: $155,500.00 Board award : Wednesday, May 1, 2024 Disabled Veteran Business Enterprise Participation Goals. The District has established a participation goal of three percent (3%) for Disabled Veteran Business Enterprises ("DVBE") of the Work of the Contract. The District's forms of DVBE Participation Program Policy and Report are included in the Contract Documents Contract Time. Final completion of the work shall be achieved within Five Hundred and Thirty (530) Calendar Days beginning May 6, 2024 and ending October 18, 2025. This time span includes and allows for the anticipated material and equipment lead times. Failure to achieve Final Completion within the Contract Time will result in the assessment of Liquidated Damages. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount not less than TEN PERCENT (10%) of the maximum amount of the Bid Proposal, inclusive of any additive Alternate Bid Item(s). Failure of any Bid Proposal to be accompanied by Bid Security in the form and in the amount required shall render such Bid Proposal to be non-responsive and rejected by the District. No Withdrawal of Bid Proposals. No Bidder shall withdraw its Bid Proposal for a period of sixty (60) days after the award of the Contract by the District's Board of Trustees. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals. Substitute Security. In accordance with the provisions of California Public Contract Code 22300, substitution of eligible and equivalent securities for any monies withheld by the District to ensure the Contractor's performance under the Contract will be permitted at the request and expense of the Contractor. The foregoing notwithstanding, the Bidder to whom the Contract is awarded shall have thirty (30) days following action by the District's Board of Trustees to award the Contract to such Bidder to submit its written request to the District to permit the substitution of securities for retention. The failure of the Bidder to make such written request to the District within said thirty (30) day period shall be deemed a waiver of the Bidder's rights under California Public Contract Code 22300. Waiver of Irregularities. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding. Award of Contract. The District proposes to award a separate Contract for Work for each of the five school sites set forth herein. Each school site Contract, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest responsive bid for that school site in its Bid Proposal. If the Bid Proposal requires Bidders to propose prices for Alternate Bid Items, the District's selection of Alternate Bid Items, if any, for determination of the lowest priced Bid Proposal and for inclusion in the scope of the Contract to be awarded shall be in accordance with this Notice and the Instructions for Bidders. The last RFI to be received by the District shall be 5:00pm, Wednesday, March 27, 2024. Verbal communication by either party with regard to this matter is invalid.
