The City of Cheney is requesting Statements of Qualification (SOQ) from qualified firms interested in providing fiber optic services to the City of Cheney. In order for the City to meet its fiber connectivity goals and objectives, the City requires specialized expertise in fiber optic services. Examples of the types of City fiber optic services to be provided include, but are not limited to, the following: fiber optic installation, construction, splicing, maintenance, distribution system design, testing, etc. The firm(s) selected to provide city fiber optic services will do so on an as-needed basis contracted with the City of Cheney. SOQ's shall include: (1) a letter of interest (limited to 3 pages); (2) an outline of the suggested approach to perform fiber optic services; (3) a listing of the firm's experience in performing fiber optic services (limited to 5 pages); (4) experience performing fiber optic services of similar nature by the firm's staff who would be assigned to perform fiber optic services (limited to 5 pages). Submittals will be evaluated and ranked based on the following criteria: (1) Qualifications of the firm or individual; (2) Past experience of the firm or individual; (3) Demonstrated understanding of the scope of work; (4) Approach to scope of work; (5) References. Public Records: Submittals received by the City of Cheney in response to this solicitation become public records and are subject to Chapter 42.56 RCW, the Public Records Act. The proposer should clearly identify in its proposal any specific information that it claims to be confidential or proprietary. If the City of Cheney receives a Public Records Act request to view the information so marked in the Proposer's proposal and the City determines that it must produce that information in response to the Public Records Act request, its sole obligations shall be to notify the proposer (1) of the request and (2) of the date that such information will be released to the requester unless the Proposer obtains a court order to enjoin that disclosure pursuant to RCW 42.56.450. If the Proposer fails to timely obtain a court order enjoining disclosure, the City of Cheney will release the requested information on the date specified. Disadvantaged Business Enterprises (DBE) Participation: The City of Cheney in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d to 2000d-4, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, (DBE) as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
