This work is for the installation of a reclaimed water transmission pipeline and fiber optic cable, valve vaults, pipe fittings and valves, and field instrumentation and controls. All work performed on the project will be subject to the higher of prevailing state or federal Davis-Bacon wage rates. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by federal appropriations in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labour, for corresponding classes of laborers and mechanics employed on similar projects in the area. Bid Proposals shall be submitted on the forms provided in the Contract Documents. Bid acceptance and contract award provisions are specified in the Contract Documents. All bids shall be accompanied by a bid security in the form of a surety bond, postal money order, cash, cashier's check, or certified check in an amount equal to five percent (5%) of the amount of the bid proposed. Failure to furnish a bid security shall make the bid non-responsive and cause the bid to be rejected. The City of Cheney reserves the right to waive any irregularities or informalities and to reject any or all bids. No bidder may withdraw its bid after the time announced for the bid opening, or before the award and execution of the contract, unless the award is delayed for a period exceeding sixty (60) days The Owner reserves the right to accept Bid Forms which nominally vary in appearance from the original paper version of the Bid Form, providing that all required information and submittals are included with the Bid
