The City of Cheney (City) is soliciting proposals for on-call planning services to supplement the city's planning services and facilitate long-range planning related projects, as needed. Submitted proposals will be evaluated by a selection committee to determine the most qualified applicants. Interviews may be conducted with the highest ranked applicants. Description of Services Examples of the types of planning services to be provided include, but are not limited to, developing and evaluating land use projects within the City, analyzing community needs, researching and developing zoning laws, designing urban spaces, assisting with legislative requests, project management, and coordinating with stakeholders to improve the sustainable growth and development of the City. Scope The selected consultant(s) will supplement services performed by City Staff. Services provided under the contract may include but are not limited to the following: Land use analysis: Studying demographics, population trends, and existing land use patterns to identify areas for development and redevelopment. Zoning regulations: Drafting and enforcing zoning ordinances to control land use and development patterns. Project planning: Developing comprehensive plans for new neighborhoods, commercial districts, or transportation corridors. Community engagement: Participating in public meetings, gathering feedback from residents, and incorporating community input into planning decisions. Grant writing: Assist the City with securing grant funding. Environmental impact studies: Assessing potential environmental effects of development projects and proposing mitigation strategies. Economic development: Assist the City in collaborating with economic development agencies to attract businesses and promote economic growth. GIS mapping: Utilizing geographic information systems to analyze data and visualize planning proposals. Traffic analysis: Studying traffic patterns and recommending improvements to transportation systems as they relate to development impact and city growth patterns. Code enforcement: Monitoring compliance with zoning and development regulations. Other professional planning service tasks as assigned. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualifications of the firm or individual; 2) Past experience of the firm or individual; 3) Demonstrated understanding of the scope of work; 4) Approach to scope of work; 5) References. Submittal of Statement of Qualifications SOQ's shall include 1) a letter of interest (limited to 3 pages); 2) an outline of the suggested approach to performing planning services; 3) a listing of the individual's or firm's experience in performing planning services ( limited to 10 pages); 4) experience performing planning services of similar nature by the individual(s) or firm staff who would be assigned to perform planning services (limited to 10 pages). Disadvantaged Business Enterprises (DBE) Participation: The City of Cheney in accordance with Title VI of the Civil Rights Act of 1964, 42 U.S.C. 2000d to 2000d-4, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, (DBE) as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award. Submittals received by the City of Cheney in response to this solicitation become public records and are subject to Chapter 42.56 RCW, the Public Records Act. The proposer should clearly identify in its proposal any specific information that it claims to be confidential or proprietary. If the City of Cheney receives a Public Records Act request to view the information so marked in the Proposer's proposal and the City determines that it must produce that information in response to the Public Records Act request, its sole obligations shall be to notify the proposer (1) of the request and (2) of the date that such information will be released to the requester unless the Proposer obtains a court order to enjoin that disclosure pursuant to RCW 42.56.450. If the Proposer fails to timely obtain a court order enjoining disclosure, the City of Cheney will release the requested information on the date specified. The method of Contractor Selection has not been Determined at this time.
