The County of Inyo Public Works Department (County) is hereby soliciting proposals from qualified firms (Respondents) to conduct National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA) reviews of the proposed new commercial service terminal building, apron and parking area (Proposed Project) at Bishop Airport (BIH or Airport) located in Bishop, CA. Subject to final approval by the Federal Aviation Administration (FAA), the NEPA review will consist of an Environmental Assessment of the following actions: o Construction of a new 9,000 - 14,000 square foot commercial passenger terminal; o An approximately one-mile extension, along an existing roadway, of the City of Bishop water system; o Construction of a new 18,000 square yard commercial service apron; o Construction of a new 7000 square yard paved surface parking lot and terminal area roadways. The Proposed Project is also subject to discretionary review and approval by Inyo County and will therefore require review under CEQA. See Exhibit A for a draft terminal layout plan.
