Renovation of a detention facility in Hamilton, Ohio. Completed plans call for the renovation of a detention facility.

Each bid shall bear on its face the Name and Address of the Bidder and shall be plainly marked "Juvenile Justice Center Security System Upgrades -- BID on Contract No. JC2024-03-01." Bidders shall submit with their bid, a bid guaranty in the form of a Bid Guaranty and Contract Bond for the full amount of the bid, or a Certified Check, Cashier's Check, or irrevocable letter of credit in an amount equal to ten percent (10%) of the bid as described in the bid documents. This is a State of Ohio Prevailing Wage Rate project. The Board of Butler County Commissioners reserves the right to waive informalities; to reject any and all bids or any portion of a bid; or to accept the bid of the lowest and best bidder as determined by the Board. Butler County reserves the right to award bids to multiple bidders. Bidders may receive bid awards for some but not all of the items on the specified list. This Invitation to Bid (ITB) is for the replacement of existing security/video surveillance equipment located at the Butler County Juvenile Justice Center, located at 280 North Fair Avenue, Hamilton, Ohio, 45011. The specifications for the existing equipment, blueprints, and photos of existing equipment will be available to a vendor upon request. This project includes the following: x Scope of work o Furnish and install (1) IP digital video recorder. o Furnish and Install (185) IP Dome cameras total. These cameras will be (145) interior and (40) exterior grade/rated cameras. o Furnish any necessary surface mount boxes/equipment, and IP converter equipment for the new IP Dome cameras. o Furnish and install (5) new CPU workstations to provide direct access to the security system. o Furnish and install (5) new 27” monitors, one monitor per new CPU workstation. Monitors must be color and provide 4K quality image. o Furnish and install (8) 24 port P0E plus switches with ongoing firmware updates during the life of the contract. o Furnish and install any necessary port adapters, or long reach EoC adapters. o Provide multiple year options for software maintenance on video recording system and cameras. Additionally, provide a detailed list of on-going software maintenance expenses. o Vendor must coordinate with Butler County Information Services as to configuring any networking or remote access equipment to work with BCIS’s existing systems. o Disconnect existing wiring to security cameras, removing existing cameras, and digital video recording equipment. o Preservation of existing security footage until the new digital recording system is installed and operating at full capacity. o Must integrate new camera/video recording system equipment into the existing electronic door control system. o Must re-use existing coaxial cable, and install IP converter equipment with Power over Ethernet (PoE) network switches with ongoing firmware updates during the life of the contract made for coaxial cable. o Integrate the facility’s existing audio recording into select camera shots or furnish cameras with built in audio recording. o Provide local remote access capability/software and any necessary licenses for desktop computer workstations. o Provide any necessary licenses IP cameras, video recording system operation or expansion past base licensing. Software updates should be provided for compatibility and security of the system. o VDV (voice, data, and video) prevailing wage rate for the State of Ohio is required for this job. x IP Dome cameras must have the following minimum specifications: o Interior grade cameras must be vandal/tamper proof. o Exterior grade cameras must be weather resistant, and vandal/tamper proof.
