The Work includes a shared use path on the south side of Bethlehem Road between Libbie Avenue and the former Spencer Road right-of-way as well as a sidewalk on the north side of Bethlehem Road between Libbie Avenue and Staples Mill Road. The Work also includes the construction of ADA compliant handicap ramps within the project limits. Additionally, the Work includes replacement of existing water and sewer mains within the project area and construction of replacement and new storm sewer facilities. The worksite address is near 5112 Bethlehem Rd, Richmond, VA 23230. Pursuant to Henrico County Code Section 16-43, the Board of Supervisors of Henrico County, Virginia shall be the awarding authority when the contract amount is over $200,000. Otherwise, the award will be made by the Purchasing Director. If a contract is awarded, a separate performance bond and a payment bond, AIA Document A312 (2010) and as provided in the Project Manual, for 100% of the contract amount shall be provided by the Successful Bidder. The Owner reserves the right to waive informalities and/or reject all bids. In accordance with Va. Code, Section 2.2-4319, the Owner shall not reject all bids solely to avoid awarding a contract to a particular responsive and responsible bidder. The Work shall be completed by the Contractor and certified by the Owner within 730 calendar days after the date of the written Notice to Proceed from the Owner to the Contractor. If work is not completed by the deadline established in the sentence immediately preceding this one, the Owner shall enforce Liquidated Damages on the Contractor.
