The City of Newcastle Seeks a Contractor to Furnishing All Labor, Materials, and Equipment Necessary to Complete the Project Referenced Below. 112th Avenue Se Non-motorized Improvements Project Cip Project T-046 and 116th Avenue Se and Se 84th Street Roundabout Project Cip Project T-067 The 112th Avenue Se Nonmotorized Improvements Project Provides for Improving About 1,200 Feet of Non-motorized Access Along 112th Avenue Se by Installing a Bike Lane, Landscape Buffer, And a Sidewalk on the West Side of 112th Avenue Se and Bike Lane on the East, Side of 112th Avenue Se. The Improvements Will Provide Pedestrians With a Continuous Safe Route Along 11.2th Avenue Se From Newcastle Way at the South To Washington Boulevard Se at the North End Ofthe Project Limits. Additional Work Includes Driveway Improvements, Ada Curb Ramp, New Storm Drain System, Mailbox Relocations, and Rrfb and Signage, All in Accordance With, the Contract Plans, These Contract Provisions, and the Standards Specifications. The 112th Avenue Se Nonmotorized Improvements Project is Within the Project Limits of the City's Upcoming 2024 City of Newcastle Pavement Overlay Project: 1.12 Th Avenue Se Rehabilitation Project (T-011) Where the Final Hma Pavement for the 112th Avenue Se Nonmotorized Improvements Project (T-046) Shall Be Left 2-inch Below the Final Pavement Grade. The Curb and Gutter Shall Be Constructed at Final Grade. The 116th Avenue Se and Se 84th Street Roundabout Project Provides for the Improvements at 116th Avenue Se and Se 84th Street, Including the Installation of a New Roundabout With Center And Splitter Islands, Sidewalk, Landscaping, Curb Ramps, Drainage Structures, Channelization, and All Related Work, All in Accordance With the Contract Plans, These Contract Special Provisions and the Standard Specifications. Proposals Are to Be Submitted Only on the Forms Provided With Part 3 of These Contract Provisions. Substitutions Will Not Be Accepted During the Bid Process. Each Bid Must Be Accompanied by a Certified Check, Cashier's Check, or Surety Company Bid Bond, on a Form Acceptable to The City, From a State-licensed Surety Company as Surety, in an Amount Not Less Than Five Percent (5%) of the Bid Amount, Payable To the City of Newcastle. A One Hundred Percent (100%) Contract Bond Must Be Submitted by the Successful Low Bidder (Herein After 'contractor"). Incomplete Proposals and Proposals Received After the Time Fixed for the Open Ing Will Not Be Accepted or Considered. Faxed or Emailed Responses Are Not Acceptable. Bid Results W'ill Be Made Available on the City Website All Bidders Must Certify That They Are Not on the Comptroller General's List of Ineligible Contractors or on the List, Ofparties Excluded From Federal Procurement or Non-procurement Programs. Bids May Not Be Withdrawn After Bid Opening. Financing of the Project Has Been Provided by the City of Newcastle, Washington, the City of Newcastle Expressly Reserves The Right to Reject Any or All Proposals and to Waive Minor Irregularities or Informalities and to Award the Project to the Lowest Responsive, Responsible Bidder as It Best Serves the Interests of the City. The City of Newcastle, in Accordance With Title Vi of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.s.c. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle a, Office Ofthe Secretary, Part 21, Nondiscrimination in Federally-assisted Programs of the Department of Transportation, Issued Pursuant to Such Act, Hereby Notifies All Bidders That It Will Affirmatively Ensure That in Any Contract Entered Into Pursuant to This Advertisement, Disadvantaged Business Enterprises as Defined at 49 Cfr Part 26 Will Be Afforded Full Opportunity to Submit Bids in Response to This Invitation and Will Not Be Discriminated.
