The Hawaii Housing Finance and Development Corporation (HHFDC), an agency ofthe State of
Hawaii, Department ofBusiness, Economic Development, and Tourism (DBEDT), is seeking
qualified persons and/or firms ("Consultants") to provide professional services in fiscal year
2025 (July 1, 2024 thru June 30, 2025) in the following disciplines: Architecture

Transportation/Traffic Engineering Late Submittals. Submittals received after the above due date will be considered "late." Late
submittals will be reviewed on a quarterly basis. Qualified applicants may be considered for
projects for the balance ofthe fiscal year after a qualification period ofup to ninety (90) calendar
days, as follows:

April 1 ADDITIONAL INFORMATION To be awarded a contract by HHFDC, Consultants must be registered to do business in the State
ofHawaii and be compliant with all laws governing businesses operating in the State in
accordance with Section 103D-310(c), Hawaii Revised Statutes (HRS). Selection of consultants will be made in accordance with Section 103D-304, HHRS and Section
3-122, Subchapter 7, Hawaii Administrative Rules, as amended. The selection criteria employed
in descending order ofimportance shall be:
1. Experience and professional qualifications relevant to the project type, including any
applicable certifications.
2. Past performance on projects ofsimilar scope for public agencies or private industry.
3. Capacity to accomplish the work in the required time.
4. Any other criteria as determined by the selection committee to be relevant or necessary. Throughout the year, HHFDC may require professional services for cooperative purchases with
other State or local public procurement units, including, but not necessarily limited to, the City
and County ofHonolulu, the County ofHawaii, the County ofKauai, the County ofMaui, the
State Department ofHuman Services, and the State Department ofHealth.
