Grizzly Bear Firing Range Rehabilitation SUMMARY OF WORK Contractor shall supply all labor, tools, equipment, material, supplies and best safety practices to perform the rehabilitation of The Grizzly Bear Shooting Range which includes, but is not limited to removal of lead from range berms, removal andreinstallation of geosynthetic clay liner, repair of lower backstop system, reinstallation of French drain system and restoration of berms to existing specification. New sand will be necessary to augment existing on-site materials for proper restoration of berm grade and slope following recovery. Contractor shall adhere to best management and safety practices for lead abatement as recognized by the California Department of Public Health and the United States Environmental Protection Agency throughout the entire project Non-Small Business Preference - refer to "Small Business Subcontractor Participation Worksheet," DPR 85 form: A five percent (5%) bid preference is available to a non-small business proposing firms claiming twenty-five percent (25%) California certified small business subcontractor participation. If claiming the non-small business subcontractor preference, follow the directions and fill out the "Small Business Subcontractor Participation Worksheet" (DPR 85) which is included in the Bid Forms. Proposers claiming the five percent (5%) preference must commit to subcontract at least twenty-five percent (25%) of the net bid price with one or more California certified small businesses. Completed certification applications and required support documents must be submitted to the office of Small Busi ness and DVBE Services (OSDS) no later than 5:00 p.m. on the bid due date, and the OSDS must be able to approve the application as submitte d. Questions regarding certification should be directed to the OSDS at (916) 375-4940. Participation in Disabled Veteran Business Enterprise Program (DVBE): The minimum DVBE participation percentage goal is 6%; however, mandatory participation has been waived but the incentive still applies. DVBE Incentive: For evaluation purposes only, an incentive will be given to bidders who exceed the 6% DVBE participation requirements. Refer to the DVBE forms beginning with DPR 479IP. In determining the lowest responsible bidder, the SB Preference is applied first in the bid evaluation process. If the Low Bidde r is claiming the SB Preference or the Non-Certified SB Preference, the 5% or $50,000 max is not calculated for any bidder. However, the DVBE Incentive would be calculated. A Low Bidder claiming the SB Preference can only be displaced by another bidder claiming the SB Preference, if the adjusted bid price with SB Preference and DVBE Incentive is lower. The DVBE program incentives are applied second for bidders attainin g more than the required amount of DVBE participation per the solicitation instructions Bidder Declaration: Bidder shall be required to submit a Bidder Declaration (GSPD-05-105) form to document SB and/or DVBE entitlement as well as incentive participation. Failure to submit this form with the bid may be cause for rejection of bid. ENGINEER'S ESTIMATE: $250,000.00 CONTRACT TERM: Upon Notice to Proceed through One Year PERFORMANCE PERIOD: 30 Calendar Days From Notice to Proceed. Bidder agrees to complete all work within 30 Days from the date of the written Notice to Proceed. This includes ten (10) calendar days allowed for the Contractor to begin work.
