As of May 2, 2024 this project was not yet been awarded. Award is expected to be on May 8, 2024 Each bid shall contain the full name and address of each person or company submitting the bid. All bids must be submitted to the Clerk's Office, Board of Clark County Commissioners, 3rd Floor, 3130 East Main Street, P.O. Box 2639, Springfield, Ohio. Bids will be opened by the Clerk in public session at the Conference Room, 3130 East Main Street, 3rd Floor, Springfield, Ohio, 45503. Bidders must be pre-qualified by the Ohio Department of Transportation and possess a current Certificate of Qualification for the applicable work classifications (Work Types 39 & 45) being bid, even if these items will be sublet. Sub-contractors shall be pre-qualified for all applicable work types being sublet including, but not limited to the work types listed (Work Types 39 & 45). Work types are listed in ODOT's Work Type Definitions. Conditional bids will not be accepted. Prime contractor must perform not less than 50% of the contracted work with their forces. Each proposal shall contain the full name and address of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. The Board of Clark County Commissioners intends and requires that this project be completed in 75 calendar days, but no later than October 4, 2024. All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, labor in the implementation of their project. Additionally, contractor compliance with equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. Each bid for the 2024 Pavement Marking Contract must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be in the full amount of the bid. The bond must be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety. Bid security furnished in the form of a certified check or cashier's check, shall be equal to 10% of the bid. Checks should be made payable to the Board of Clark County Commissioners. Failure to submit a proper Bid Guaranty will automatically invalidate the bid! The successful bidder on any contract exceeding $100,000.00 requiring prevailing wages must submit its two most recent financial statements that have been compiled, reviewed, or audited by a licensed Certified Public Accountant within seven days after bid opening date and must certify compliance with the County's financial requirements/tests and quality contracting standards (included in the bid documents). Bidders must submit the following: Bid bond, Non-Discrimination Provision, Non-Collusion Bid Affidavit, Affidavit 3517, Personal Property Tax Statement, and Quality Contracting Standards Certification. The successful bidder must also submit a contract bond and meet the County's insurance requirements (requirements are included in the bid package). Please Note: The County is exempt from all Federal, State, Local and/or Excise Taxes. Bidders must comply with State of Ohio Prevailing Wage rates on Public Improvements Projects in Clark County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration. Further details regarding these requirements are provided in the bid specifications. The County reserves the right to reject any and all bids and to waive any defect in a bid, which does not materially alter the bid document. This notice may be viewed on the Board of County Commissioners online. Question Deadline 04/11/2024 at 3:30 PM ET Any request for interpretation of the CONTRACT DOCUMENTS must be made in writing to the Clark County Engineer, 4075 Laybourne Road, Springfield, Ohio 45505 or by email addressed to dfenton@clarkcountyohio.gov Pre- bid questions and requests for information must be received The project consists of retracing centerline and edge line on approximately 198 miles of county roads primarily located on the west 1/2 of Clark County and 45 miles of township roads located at various locations within Clark County, Ohio. PROJECT SCOPE The Clark County Engineer has local funds to apply pavement markings, in the form of center line, edge line, lane line, channel lines and secondary markings throughout Clark County. This is a cooperative bid by the Clark County Engineer, including other governmental jurisdictions located in Clark County, Ohio, for the purpose of providing retracement pavement markings in the form of edge line, centerline, and lane line in various locations within Clark County. In addition, quantities are included for secondary markings, as listed on the proposal form. A portion of the county and township roadways are being surfaced and will require layout and pre-marking in advance of placement of long line markings. Contractor takes notice that Moorefield Township, Springfield Township, New Carlisle and Village of Enon are participating in this bid with Clark County as a cooperative bid with approximately 45 miles of centerline and 68 miles of edge line being included on behalf of the above jurisdictions, in addition to the County's mileage. Each jurisdiction shall be billed separately for work performed. In addition, the Contractor shall file a duplicate copy of each invoice issued to separate governmental jurisdictions with the Clark County Engineer for record keeping purpose
