Renovation of a fire / police facility in Dubuque, Iowa. Completed plans call for the renovation of a fire / police facility.
Dubuque County has entered into a lease purchase agreement in December 2023 with a single purpose non-profit organization, Dubuque Childcare Collaboration at 7900 Chavenelle Road in Dubuque with the intent of building a new PSAP in the County's unit inside the building. 7900 Chavenelle Road was built in 2008 by Medline Industries as an open-layout, online customer service center. It was purchased in December 2022 by Dubuque Initiatives, a local non-profit organization, who transferred ownership to a newly created non-profit, Dubuque Childcare Collaboration. The property totals 8.21 acres that is largely developed into paved parking areas and the building, which totals 67,700 sf. The building has been dubbed the "Learning Campus Condominiums" or "LCC". There are multiple condominium partners in the LCC, which is governed by a Council of Co-owners. The condominium partners include: - Unit 1 & 2: Dubuque YMCA - early childcare center 21,207 sf - Unit 3: Dubuque Community School District - childcare and education center 18,788 sf - Unit 4: City of Dubuque - IT and other departments 7,227 sf - Unit 5: Dubuque County - relocated PSAP and data center 7,304 sf - Unit 6: Dubuque Childcare Collaboration - uncommitted condominium unit 5,290 sf - Common/shared space (hallways, restrooms, truck dock, auditorium, mech, etc.) 7,954 sf Total Building Size: 67,770 sf The YMCA space is already completed and occupied as an early childcare operation. The Dubuque Community School District's unit is currently under construction. The City of Dubuque's buildout is anticipated to begin this spring. With the assistance of Wold Architects, Dubuque County has developed a concept plan for the buildout of its 7,304 sf in Unit 5. This includes a dedicated building entrance, freshening some existing office space, creation of a 911 dispatch area, a hardened emergency/training 911 dispatch area, a hardened data center area, and integration into the LCC building's systems. This project does not include LEED certification or NetZero design considerations. Project Budget - the overall project budget estimate for the build-out of the Dubuque County condominium unit at 7900 Chavenelle Road is $5.8 million. This includes approximately $2.660,000 in construction. An updated budget summary from January 2024 is attached as a part of this RFQ. Our primary interest in CM is for the construction portion of the project. The design and procurement of furniture, equipment and technology will be handled separately; however, the selected CM will be responsible for coordination of installation schedules and sequencing of the work with the County's separate vendors.
