The New York State Office of General Services Design & Construction Group (OGS) intends to contract with up to two (2) firms to provide Code, Regulatory Requirement and Fire Protection consulting and design services for the Office of Mental Health (OMH) and Office of Mental Health Bureau of Inspection and Certification (OMH-BIC) for various community based mental health support facilities. Firms may be required to provide services at: hospitals for the mentally ill, outpatient programs, residential treatment facilities, psychiatric inpatient units of general hospitals, and community residential facilities. These services may include but not be limited to: Review of buildings, building systems and documents for compliance with the Building Codes of New York State, NFPA codes, ADA, AIA, NYC Codes-where applicable, and other related standards. Preparation of Joint Commission Statement of Conditions, complete code reviews required for building permits, review and update of agency fire protection standards, design of fire protection systems, evaluation of fire protection system maintenance contracts, development and presentation of training programs concerning fire protection systems, fair & reasonable contract compliance, and life safety training. Compliance with the latest building code including review of work done by others for compliance with applicable codes. A percentage of "urgent" projects that require expedited design schedules. Services can be provided by the proposed design team including sub-consultants. Consultants are expected to follow OGS D&C's rigorous procedures and provide documents, specifications, and reports of the highest quality standard. The selected Consultants should have Fire Protection Engineering capability with a minimum of ten (10) years of experience with healthcare occupancies, New York State and NFPA Life Safety building codes, Joint Commission statement of conditions, and fire protection systems.
