Site work for a playground / park / athletic field in White Bear Township, Minnesota. Completed plans call for site work for a playground / park / athletic field.

A Park Board meeting will be held at 6:30 p.m. on May 16th, in the Towns Administrative Conference Room at 1281 Hammond Road, White Bear Township, MN 55110, to review and evaluate the RFB submittals. The total dollar amount allocated to Mead Park is $110,000.00 and Otter Park is $125,000.00. Purpose: The purpose of this Request for Bids is to solicit bid proposals from qualified vendors interested in constructing a replacement playground at Mead Park, 5130 Dillon St. and Otter Park, 5868 Otter View Tr. Scope of Work The Town of White Bear (Township) is requesting bids to demo existing playground equipment and dispose of it, to design, provide and install playground equipment and fall zone material in connection with Mead Park and Otter Park, Township project No. PM-24-01. The Township will select one (1) Vendor to provide equipment, materials and installation for the parks as outlined in this request. SCOPE OF PROJECT This project consists of the design, procurement, demolition of existing and installation of a new playground system including fall zone (integrated rubber material under swings) at Mead Park, 5130 Dillon St. and Otter Park, 5868 Otter View Tr., in White Bear Township, Minnesota. Work is to include the design of a play system within the constructed play area boundaries, as well as the installation of commercial grade playground equipment, equipment footings, fall zone material (engineered wood fiber for all areas, with the exception of under the swings) and concrete border. This project will be another step in updating/improving Mead and Otter Park. It is important that the design of the play system include the expansion of the existing play area to accommodate both 2-5 and 5-12 structures. The funding source for this project is the Parks and Recreation Fund. All equipment will be assembled and installed by the Vendor. Playground Vendors shall provide a maximum of one (1) design for each Vendor represented for the park playgrounds. The Town of White Bear requires Suppliers to design a play system that meets or exceeds all current federal CPSC, ASTM, IPEMA standards and ADA requirements. The bids shall include the costs of delivered play systems as designed, inclusive of the equipment structures, components, hardware, detailed technical installation instructions and maintenance & operations manuals from manufacturer. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Any proposals varying more than $15,000.00 from the budgeted amount in either direction will be rejected. ASSEMBLY/INSTALLATION AND INSPECTION The play system assembly and installation will be provided and managed by the Vendor. The Vendor must supply direct supervision from manufacturer or supply qualified and certified representative familiar with playground installation. All tools and equipment required to install play equipment shall be provided by the Vendor. The Vendor will be given sixty (60) calendar days to complete the proposed work. Working days will begin as outlined in the Notice to Proceed. Each proposal must be accompanied by a Certified Check, Cashier's Check, or Bid Bond payable to White Bear Township in an amount not less than 5 percent (5%) of the total bid amount. The successful Supplier shall furnish approved Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the bid amount. Workmen's Compensation, Comprehensive General Liability, and Transportation insurance and insurance certificates shall be provided by the successful Vendor. The successful Vendor is required to comply with White Bear Township Business Licensing requirements. No proposal may be withdrawn within a period of thirty five (35) days after the bid opening date. Prices shall include delivery F.O.B., freight paid by the bidder to the jobsite. A Park Board meeting will be held at 6:30 p.m. on May 16th, in the Town's Administrative Conference Room at 1281 Hammond Road, White Bear Township, MN 55110, to review and evaluate the RFB submittals. This meeting will be open to the public. The Park Board will prepare their ranking, selection and justification at the selection meeting. The selection meeting will result in the selection of one proposed design or an appropriate short list of proposals. An interview may also be requested to aid in the selection of a Vendor. The award will be made to the qualified Vendor whose proposal is deemed most advantageous to the Township, all factors considered. Unsuccessful Vendors will be notified as soon as the one proposed design has been selected. Respondents may review the RFB for Mead and Otter Park by visiting the Township Administration office during regular office hours. Any objections to published RFB must be filed in written form with the Clerk/Treasurer 10 days prior to the RFB due date of 10 a.m., May 9, 2024.
