Site work and paving for a mixed-use development in Liberty, New York. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and bridge / tunnel.

Rail Trail Culvert Replacement and Sanitary Sewer Failure Mitigation Project All on-site work shall be completed by October 01, 2024. Question Deadline Apr 12, 2024 This Project is being funded by New York State Office of Community Renewal, Community Development Block Grant (CDBG) Program. Contractors must comply with all requirements set forth by the funding agency, including those detailed in the HCR Mandatory Section 3 Contract Clause, included in the project specification book as Exhibit 1. There are no mandated Minority or Woman-Owned Business Enterprise (MWBE) participation requirements. However, the Village of Liberty strongly encourages Minority-Owned Business Enterprises, Women-Owned Business Enterprises, and Section 3 Enterprises to respond to this bid opportunity. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw their bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work. The Owner reserves the right to waive any informalities or irregularities in the Bids received, or to reject any or all Bids without explanation, and to select the Bid, the acceptance of which, in the Village's judgment, will best assure the efficient performance of the work. Bidders are advised that Labor and Material and Performance Bonds, each in the amount of 100% of the contract prices, as well as a Certificate of Insurance demonstrating required coverage, shall be provided by the successful bidder(s). In addition, the successful bidder(s) shall provide a one year maintenance bond in the amount of 100% of the contract price at the completion of work. Bidders are responsible for the timely delivery of their Bid proposal to the proper department as indicated in this "Invitation to Bid". Bid proposals received after the date and time specified in this Invitation shall be considered unresponsive and will be returned to the Bidder unopened. The Village of Liberty does not accept bids by FAX or email. Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the openings of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract. Note that, in order to comply with funding agency requirements, the successful bidder must return the executed Agreement form(s), and all associated forms, to the Engineer within 90 days of the bid opening.
