Site work for a civil project in Liberty, New York. Completed plans call for site work for a water / sewer project; and bridge / tunnel.
This project has not yet been awarded. A timeline for the award has not yet been established Contract Number: VL1-G-25-General Work will generally include, but is not necessarily limited to: Base Bid Work: 1. Furnish and install three new 4' diameter, precast concrete sanitary sewer manholes. 2. Furnish and install approximately 140 linear feet of new 8" and 340 linear feet of new 10" (DR-11, DIPS) HDPE sewer main. 3. Provide coffer dams and bypass pumping of stream flow, as required to maintain water quality and complete all project work. 4. Provide bypass pumping of sanitary flow, as required to maintain service during sewer main work. 5. Perform trench restoration with backfill, topsoil, seed, and mulch in unpaved areas 6. Furnish and install trench restoration pavement in paved areas 7. Perform all other site restoration Bid Alternate Work: 1. Furnish and install new 4' diameter, precast concrete sanitary sewer manholes. 2. Furnish and install additional new 8" or 10" (DR-11, DIPS) HDPE sanitary sewer main as required or desired by the Village (provide per linear foot unit cost) 3. Perform milling and re-pavement of West Lake Street, after trench restoration, for area shown on drawings. All work will need to be coordinated with the Village of Liberty Department of Public Works and Sewer Department. All prospective bidders are strongly encouraged to have an authorized representative from their firm in attendance at this meeting. All on-site work shall be completed by November 21, 2025. This Project is being funded by New York State Office of Community Renewal, Community Development Block Grant (CDBG) Program. Contractors must comply with all requirements set forth by the funding agency, including those detailed in the HCR Mandatory Section 3 Contract Clause, included in the project specification book as Exhibit 1. There are no mandated Minority or Woman-Owned Business Enterprise (MWBE) participation requirements. However, the Village of Liberty strongly encourages Minority-Owned Business Enterprises, Women-Owned Business Enterprises, and Section 3 Enterprises to respond to this bid opportunity. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw their bid within forty-five (45) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work. Bids to reject any or all Bids without explanation, and to select the Bid, the acceptance of which, in the Village's judgment, will best assure the efficient performance of the work. Bidders are advised that Labor and Material and Performance Bonds, each in the amount of 100% of the contract prices, as well as a Certificate(s) of Insurance demonstrating required coverage, shall be provided by the successful bidder(s). In addition, the successful bidder(s) shall provide a one-year maintenance bond in the amount of 100% of the contract price at the completion of work. The bidder(s), and any significant subcontractor(s), shall have the requisite experience to perform the project work. Bidder(s) and subcontractor(s) shall provide a list of, at minimum, three (3) similar projects, on-going and/or completed, over the last ten (10) years with their bid. Those bidders lacking adequate experience will be deemed non-responsive and are encouraged not to submit a bid. Question Deadline 08/04/2025 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing Bidders are responsible for the timely delivery of their Bid proposal to the proper department as indicated in this "Invitation to Bid". Bid proposals received after the date and time specified in this Invitation shall be considered unresponsive and will be returned to the Bidder unopened. The Village of Liberty does not accept bids by FAX or email. Bids may be held by the Owner for a period not to exceed forty-five (45) days from the date of the openings of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding the Contract. Note that, in order to comply with funding agency requirements, the successful bidder must return the executed Agreement form(s), and all associated forms, to the Engineer within 90 days of the bid opening.
