The Owner's objectives for delivery of the Project are as follows: o Cost: Achieve budget capital cost. o Schedule: Achieve the scheduled completion date for design, construction, and performance testing of the Project. The overall timeline of this project will be negotiated during the contract buyout process as many variables come into play during this type of construction. o Safety: Implement an effective safety program incorporating best industry practices. o By selecting the fixed-price design-build delivery method for the Project, the Owner is committing to work in close collaboration with the Design-Builder to achieve the Project objectives. The design-build project procurement procedures are being completed in accordance with the Chapter 2 of the Code of Ordinances of the City of St. Joseph, Missouri Sec. 2-1380 Design-Build Contracts for the use of design-build contracts. The procurement method followed is found in Sec. 2-1380(c)(1) Project Scope In general, the Project will consist of the following: Park style features and amenities are desired. o Features for hard surface pump track o Consider existing dirt pump track layout as guide (no obligation to maintain in its entirety) o Identify land current use, elevations, and water shedding. o Design and Mapping o Configurations of Pump Track Signage. o Identify existing and proposed infrastructure that can be integrated to amend and enhance the safety and connectivity of this location. o Project design and engineering at a sufficient level of detail to be ready for implementation. o Include an informative and interactive understanding for project to help envision functionality, broaden community understanding, and support for the project. o Coordination with the City for environmental studies. o Coordination with the City and landowners for easement. The firm designing the Plan will be responsible for providing all required planning/design and engineering services necessary for the Plan, along with any associated cost estimates. It is the Owner's intent to use this qualification process to select a firm to enter into a negotiated agreement.
