This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, effective on February 23, 2024. This combined synopsis-solicitation is 100% for small business. The associated North American Industrial Classification System (NAICS) code for this procurement is 561790, Other Services to Building Dwellings. The applicable small business size standard is $9,000,000. The FSC/PSC is J041, Maintenance, Repair, and Rebuilding of Equipment - Refrigeration, Air Conditioning, and Air Circulating Equipment. The Department of Veterans Affairs, Network Contracting Office (NCO) 8, located at VA Caribbean Healthcare System (VACHS) is seeking to award a Blanket Purchase Agreement (BPA) for Cleaning of Ducts for the Heating, Ventilation, and Air Conditioner System at VA Caribbean Healthcare System (VACHS) . Detailed specifications and requirements are provided in the attached Performance Work Statement (PWS), Instructions to Quoters, Price/Cost Schedule, Clauses, and Provisions. The BPA period of performance is one base year plus four one-year options period. BPA award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR Part 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. To facilitate the BPA award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the BPA award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the BPA award document with the exception, deletion, or addition of the following:" Quoters shall list exception(s) and rationale for the exception(s), if any. All questions are due on April 17, 2024, at 10:00 AM (Puerto Rico Local Time). Questions submitted after the due date may not be considered by the Government. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Site Visit. No site visit is scheduled for this solicitation. The following attachments are part of this combined synopsis-solicitation: Period of Performance. The period of performance for this effort will be a base year of 12 months and four (4) one-year option periods. T h e b ase period and options will be established after the effective date of BPA award. Each option will be exercised at the government's discretion. In addition, the resulting BPA will have an additional option to extend the services for up to six (6) months at the government's discretion.
