The Work generally consists of construction of new Aerobic Granular Sludge (AGS) Basins and associated Influent and Effluent Splitter Boxes, Buffer Tank and Blower Building; Dewatering Improvements; Anaerobic Digesters and associated Digester Control Building; Biogas Treatment and Waste Flare; Ash Lagoon; Generator Building; Odor Control System; and associated electrical, SCADA, site piping, grading, and road improvements. The Engineer's opinion of probable construction cost for the Work is $277,500,000 for the base bid, $22,500,000 for Bid Alternate 1, $6,700,000 for Bid Alternate 2, and $1,500,000 for Bid Alternate 3. Bid security, as defined in Section 26.8 of the Iowa Code, in the amount of FIVE (5) percent of the Bid must accompany each Bid. The successful bidder shall be required to provide performance and payment bonds, each in the amount of 100 percent of the Contract Price. The City Council of the City of Cedar Rapids reserves the right to reject any and all bids, to waive informalities and technicalities, and to enter such contracts as it deems in the best interest of the City. The City reserves the right to defer acceptance of any proposal for 45 calendar days after the bids have been received and opened.
