Question Deadline 04/23/2024 at 5:00 PM ET Broward County Water and Wastewater Services is seeking a Consultant authorized by Chapter 287.055 Florida Statutes to provide professional engineering services on a continuing basis for design, permitting, and engineering services during construction of new wastewater collection projects, water distribution projects, reclaimed water distribution projects, and storm water collection projects. Florida Statute: Pursuant to Florida Statutes, Section 287.055, the Consultants' Competitive Negotiation Act (CCNA) applies to this solicitation. In a CCNA solicitation, price will not be considered in the evaluation and ranking of the qualified firm. Goal Participation: This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information. County/State License Requirements: In order to be considered a responsible firm for the scope of work set forth in this solicitation, the Consultant must possess a specified license at the time of submittal (refer to Special Instructions for requirements). Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Ownership Disclosure: Broward County is collecting entity ownership information for Vendors. This is for informational purposes only and the data will be used for Broward County's research on possible contracting opportunity disparities. The forms will be maintained separately from all other records of this solicitation and will be accessible only by authorized personnel. The information provided will not be used in determining whether the Vendor will receive a contract award. Professional engineering services provided by the successful Vendor, as a result of a contract from this solicitation, will be reviewed by the County and, upon approval, could result in subsequent competitive procurements for future implementation. The County reserves the right to review those future procurements, on a case-by-case basis, for potential conflicts of interest with the awarded vendor, and if a conflict is determined to exist, in the sole judgement of the County, the County may prohibit the awarded vendor from proposing on such procurements in the future. Submittal Instructions: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G, Supplier-to-Government. Refer to the Purchasing Division website or contact Periscope S2G, Supplier-to-Government for submittal instructions. It is the Vendor's sole responsibility to assure its response is submitted and received through Periscope S2G, Supplier-to-Government by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, immediately notify the Purchasing Agent and then contact Periscope S2G for technical assistance.
