Spotsylvania County Schools, by means of this Invitation for Bid ("IFB") is soliciting competitive sealed bids from licensed qualified firms to establish a contract for the replacement of low slope roof system on the Courtland High School Gymnasium and Vocational Center located at 6701 Smith Station Road, Spotsylvania, VA 22553. Contract Term will be from the date of Notice to Proceed through August 23, 2024. The School Board of the County of Spotsylvania, herein referred to as "SBCS" or "Owner", will not accept unsealed, facsimile and/or solely electronic bids. Bids received in the Procurement Department after the date and time prescribed will not be considered for evaluation and will be returned, unopened, to the Vendor. It shall be the Vendor's responsibility to ensure his/her Bid has been received by the Procurement Department on or before the deadline published. SBCS is not responsible for delays in the Postal Service or other methods of delivery. METHOD OF AWARD Contract Award will be based on the Total Bid Amount on the bid form plus any Additive Bid Items the Owner, in its discretion, decides to award to the lowest responsive and responsible bidder whose Bid provides the lowest total project cost to the Owner. All questions regarding the IFB must be received in writing by email, subject: "Questions regarding IFB #04262024-1400" on or before April 19, 2024 no later than 5:00 pm. Spotsylvania County Public Schools will not be bound by verbal responses to questions. This solicitation is subject to the provisions of the Spotsylvania Public Schools Invitation for Bids (IFB) and any addenda, attachments, exhibits, revisions, or amendments thereto, which are hereby incorporated into this Bid in their entirety. If not attached, a copy of these terms and conditions is available for review at the Procurement Office. General Conditions of the Contract for Construction, attached, shall also be part of your Bid. The IFB Package is available at no charge on the Commonwealth of Virginia's electronic procurement system, online. By executing this IFB cover sheet, bidder acknowledges that they have read this IFB, understand it, and agree to be bound by, SBCS's general construction terms and conditions. The undersigned Contractor hereby offers and agrees to furnish all goods and services required by this IFB and certifies that all information it has provided in response to this IFB is true, correct, and complete. The undersigned declares they are fully authorized to sign on behalf of the firm listed and to fully bind the firm to all conditions and provisions herein. It is agreed that no person or persons or company other than the firm listed below or as otherwise indicated hereinafter has any interest whatsoever in this proposal of the Contract that may be entered into as a result thereof and that in all respects the proposal is legal and fair, submitted in good faith without collusion or fraud.
