The City of Buffalo is currently responsible for monitoring and reporting requirements for Bern Metal, Unity Island Landfill, Kingsley Park, Franczyck Park and 1318 Niagara Street as part of their respective Site Management Plans (SMPs) for remediation work. Each site requires varying monitoring and reporting requirements as outlined below, and therefore, will require review of SMPs, Periodic Review/Annual Reports, and other documents on record and filed with New York State Department of Environmental Conversation (NYSDEC) as part of the work performed under this proposal. Most SMPs, PRRs and other files relevant to these sites are available at the DEC Info Locator website or can be electronically requested by the consultant from the City. The Unity Island Landfill Closure Plan and 2022 Annual Monitoring Report, and 1318 Niagara Street 2023 PRR are included under the Bid Posting – Related Documents. Any additional records that are not available online or in the Bid Posting deemed necessary for review prior to submission of a proposal can be requested and sent via email (pending attachment file size limits, please indicate maximum file size limits in request) or can be uploaded to an FTP site hosted by the consultant. The method of Contractor Selection has not been Determined at this time The City reserves the right to stop this RFP process and or the selection process at any time with or without cause. The City also reserves the right to reject any or all submittals Also, persons employed in construction work covered by prevailing wage laws are exempt from the Ordinance. Responses to Questions sent by email April 22, 2024 All questions or inquiries regarding the RFP must be submitted in writing to Jason Paananen, Director of Environmental Affairs at jpaananen@buffalony.gov. Questions and inquires will be accepted until Wednesday, April 17, 2024 at 12:00 p.m. Questions and responses will be responded to and sent to consultants who submit comments (or request to be included on responses to questions) by April 22, 2024. Depending on the volume and complexity of questions, the Mayor’s Office of Strategic Planning cannot guarantee that questions and inquiries submitted after Wednesday, April 17, 2024 will be responded to prior to the submission deadline.
