The Maryland State Department of Education (MSDE) is seeking a contractor specializing in installing and configuring Audio Visual (AV) Equipment. MSDE's State Board of Education Room is currently using outdated equipment to stream their Meetings. There have been instances where the current equipment crashed or stopped working. The purpose of this procurement is for a contractor to install, configure, and integrate the upgraded, MSDE-provided audio and video equipment in the Board Room, and the AV Closet located inside the Board Room on the 7th Floor at 200 W. Baltimore Street. Responsibilities and Tasks / Scope of Work
The contractor shall perform the following tasks:
o Wire and mount five televisions
o Install and configure 6 Pan, Tilt, Zoom (PTZ) 4K cameras.
o Install Black Magic video equipment.
o Install Furman power sequencer.
o Install and configure Midas M32 digital mixing console.
o Terminate approximately 60 XLR cable endings.
o Mount audio and video (A/V) equipment rack on the wall.
o Purchase all SDI cables.
o Purchase all CAT 6 cables.
o Terminate CAT 6 and SDI cables securely.
o Supply and install additional audio and video inputs at different locations throughout the
Room.
o Connect all televisions to an output and must be controllable from the Black Magic
Application in the AV Room.
o Connect the Power-Over-Ethernet (POE) PTZ cameras to 2 different PTZ controllers for
o camera control at different locations.
o Network the entire system to a Juniper POE switch, allowing communication between all audio
and video systems. The contractor must specialize in installing and configuring AV equipment. A single contract will be awarded to the Offeror that best meets the needs of the evaluation criteria. The anticipated term of the contract resulting from this solicitation shall begin on or about May 1, 2024. Work will be completed at the Maryland State Department of Education, Nancy S. Grasmick Building, 200 W. Baltimore Street, Baltimore, Maryland 21201 Questions shall be submitted by April 17, 2024 by 5 PM.
All questions should be addressed in writing to the Procurement Officer. Please put the RFQ # and Title in the subject line of your email. An award will be made based on the most advantageous offer to the State of Maryland considering price after meeting the evaluation criteria found in this solicitation. Vendors must first meet all the mandatory requirements. An award will be made based on the lowest price. Bids will not be considered by vendors who do not meet all the mandatory requirements. Total Bid Price will be the lowest price total on Exhibit A - Bid Form The contractor shall bill the Department monthly for the work performed the previous month. The total cost of work may not exceed $50,000.00 for the term of the contract. The Department reserves the right to reduce or withhold Contract payment in the event the Contractor does not provide the Department with all required deliverables within the time frame specified in the Contract or otherwise breaches the terms and conditions of the Contract until such time as the Contractor brings itself into full compliance with the Contract. The MSDE reserves the right to award contracts to multiple consultants for the services and materials required in this RFQ.
