Pre Bid Conference: N/A Northern Wasco County People's Utility District (hereinafter called "District") issues this Request for Proposals soliciting Pole Testing and Treatment Services Five Year Service Agreement. Informal Bid Flag: No Allow Electronic Quote: Yes Respondents Questions Due 4/25/2024 Submit questions via email to: purchasing@nwascopud.org The work associated with the Project is located in or near the towns of The Dalles, Dufur, Tygh Valley and Wamic within Wasco County, Oregon. The Scope of Work may include but is not limited to the following at each structure (pole) location: Perform Pole Inspection and Treatment through 10% of the District's roughly 8,000 distribution and transmission poles annually. This will be a comprehensive inspection program which will include inspection of Distribution and Transmission poles utilizing a full-excavate program with treatment. This program includes the inspection and treatment of poles, capturing specific NESC Violations, verification/collection of other attributes at the pole, as well as an inventory of streetlights (both stand- alone structures as well as fixed lights to utility poles). The District will provide a mutually agreeable list of specific NESC violations that will be reported. CONTRACTOR will inspect 1/10th (one tenth) of the District's system each year. The District may reject any or all submissions if the District deems doing so would be in the public's interest. Once a submittal is selected, the District will determine if they desire to enter into negotiations for a final Contract with the most competitive and qualified bidder. Final project related matters will be negotiated during this period to the satisfaction of the District. Contractor shall provide certificates of insurance listing NWCPUD as additionally insured on liability coverages, except professional liability if included, with respect to activities performed under the contract. Any entity responding to this solicitation shall do so at its sole expense. This solicitation is being conducted pursuant to procedures set forth in the District's Procurement Policies; the Oregon Revised Statutes, Chapter 279B Public Contracting - Public Procurements; and The District's Public Contracting Rules and Purchasing Policy 01.02.24.
